Department Overview

This position reports to the Sr. Manager, Gas Transmission Portfolio Management (GTPM) focused on In-Line Inspection and Station execution. It is a critical position responsible for leading a functional area of Project Controls Analysts. This position supervises several major areas: (1) program planning and analysis; (2) program performance reporting and (3) project cost and analysis This position will contribute toward Gas Safety Excellence goals by improving safety, reliability and affordability for one or more asset families and one or more life cycles.

 

Position Summary

Oversees and is accountable for supervising a team of professionals and contractors to accurately maintain cost management process for both in-year project execution and out-year planning. Creates program and project baseline information and measures progress against baseline using both cost and schedule performance indexes. Implements and monitors system supporting performance measurements systems. Contributes toward Gas Safety Excellence goals by improving safety, reliability and affordability for one or more asset families and one or more life cycles. 

 

Job Responsibilities

 

  • Supervises Earned Value Management (EVM) team and effectively communicates strategy, process, and procedure for major projects.
  • Mentors and coaches team members, frequently providing feedback.
  • Participates in the development of a strategy for a high performance cost management  team that can accurately report on cost performance for program controls.
  • Implements cost management plans and procedures across function and program.
  • Conducts formal quarterly feedback sessions with key stakeholders
  • Develops, maintains, and publishes accurate cost management reports and variance explanations for program and work streams
  • Resolves issues and ensures consistency in deliverables.
  • Implements and effectively uses company and industry standard program/project controls .
  • Defines the strategy, deployment and modification of program/project controls systems as appropriate to support project-specific execution requirements. 
  • Recruit/select, communicate expectations, foster employee engagement, coach, develop, mentor, recognize and reward employees in order to drive performance and results. Manages professional and ESC-represented employees.

 

 

Qualifications

Minimum:

 

  • BA/BS, preferably in engineering, building construction, construction technology, business, economics, accounting, construction management, computer science, mathematics, or related discipline or equivalent experience.
  • Five (5) years of experience in project management, program/project earned value management (EVM) or related experience
  •  

Desired:

 

  • Ten (10) years of related experience including program/project earned value management (EVM)
  • Supervisory experience 
  • Safety: Ability to create, promote and manage a safe work environment
  • Budget/Expenses: Ability to develop and manage department budgets, expenses, variances, including managing overtime
  • Communication: Ability to effectively communicate verbally and in writing about the EVM function and to support company and organization policies, procedures, goals, objectives, vision and values
  • Relationship Management: Ability to develop working relationships with stakeholders where operations, service, support or other interdependencies exist
  • Leadership Presence: Ability to convey credibility, confidence and sense of authority. Conveys messages simply, concisely and at right pace and tone for audience. Remains calm, controlled and productive when confronted by opposition or work stress.
  • Functional Expertise: Ability to foster a learning environment and to develop employees to ensure backfills and successors. Has an understanding of PG&E’s business to maximize results, limit risks and effectively lead group.
  • Technical Knowledge & Expertise: Proficient with EVM, spreadsheets, word processing and presentation software; knowledgeable of database and report writer functionality. Understands scheduling and planning as it relates to EVM.
  • Systems: Knowledge of industry standard EVM system
  • Program Delivery Knowledge: Understands how the business works including major technical, organizational and managerial structures related to EVM.
