Department Overview

Gas T&D Operations Leadership is responsible for managing teams directly or indirectly involved in operations & maintenance of the gas transmission and distribution system including completing all unplanned, emergent work and all mandated program work. Oversight of personnel performing maintenance work, short-cycle construction work, I&R activities and all mandated programs.

 

Position Summary

Spoils Management group manages wet and dry spoils at yards throughout the service territory supporting both gas and electric work groups. The group manages construction excavated material including testing, recycling, documentation, and proper handling of. The Gas Spoils Program Manager is responsible for current and future Central Operations Spoils environmental management direction. This position coordinates, organizes, and submits requests with appropriate business partners to acquire land, contracts, and spoils operations set up. This position is a Spoils Operations liaison business partners to align appropriate communication for swift response and action item completion to meet business demands. Additionally, this position will review all current spoils consolidation yard locations to determine an efficient and cost-effective management course of action that benefits all stakeholders.

 

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

A reasonable salary range is:​

 

Bay Area Minimum: $​136,000.

Bay Area Maximum: $​232,000.

 

Job Responsibilities

  • Applies broad expertise to work on projects in multiple disciplines such as civil, electrical, process instrumentation and pipeline construction management with a high degree of knowledge and ability.
  • Works closely with Project Managers and Gas Operation Supervisors to understand construction targets and identify potential contractual projects.
  • Compiles and interprets internal drawings and relevant data for the RFP and contract processes, renegotiates spoils contract scope with contractor when needed. Following start of construction, consults and clarifies technical details for contractors, Gas Operation Supervisors and Inspectors while assisting with change orders if needed.
  • Attends job scope walk downs, leads job scope discussions and attends 30/60/90 design reviews by Engineering to provide constructability input. Leads formal spoils management job walk downs with Project Managers and/or Gas Operation Supervisors to review the IFC (Issued For Construction) drawings and discuss schedule and target dates.
  • Addresses all communication and project documentation with contractors and conduct meetings at the job site.
  • Monitors daily construction activities and ensures the construction operations meet the program’s safety, quality, cost and schedule goals. Utilizes workload management database, SAP, updates any assigned projects, reviews workload analysis reports for action, and manages full planning team process from inception via request for contract.
  • Acts as point of contact for construction contractors, ensures the contractor’s plan and assigned resources are adequate to deliver the highest value. Obtains any information, resources, services or materials needed to maintain the construction workflow, budget and schedule from Project Coordinator, Engineering, Contracts or other internal PG&E teams.
  • Ensures contractors follow safety plans, project environmental/land permits and PG&E safety rules and processes.
  • Oversees the spoil management and spoil giveaway of the construction excavations. Coordinates the work other Construction Managers to ensure adequate coverage of all work performed.
  • Communicates any engineering and design issues with Project Coordination and Engineering, seeks or makes decisions on any change affecting cost and schedule according to the DOA. Requests PG&E GC field engineer to perform site verification of content of test data and other as-built documents for accuracy and completeness.
  • Works with Project Managers to establish planning/schedule dates for construction to commence later in the year.
  • Provides mentoring and training to Associate, Career and Senior level employees
  • Manages construction spoil material including testing, documentation, audit, and proper handling. Prepares Giveaway readiness approval package to leadership.
  • Performs Spoil yard assessments to ensure all policies are met. Takes corrective action to resolve identified issues.
  • Acts as local Government Agency liaison for spoil repurposing and donation. 

 

Qualifications

Minimum:

  • Bachelors Degree or equivalent experience
  • Job-related experience, 8 years
  • Ability to travel up to 50 percent of working time

Desired:

  • Masters Degree in job-related discipline or equivalent experience
  • PMI-Project Management Institute PMP-Project Management Professional certification
  • Experience in the field of Industrial Engineering or Construction, or related
  • 9 years knowledge underground construction
  • Spoils management knowledge and testing requirements.
