Department Overview


Gas Engineering is focused on ensuring the safe and reliable flow of natural gas to our customers.  As a part of Gas Engineering, Gas Transmission Engineering is responsible for all aspects of PG&E's gas transmission asset family, including integrity management, pipeline services, threat identification and assessment scoping, process safety, and project engineering and design.  The Gas Transmission Engineering and Design group (GTED), part of the Gas Transmission Engineering organization, is focused on providing the technical direction and design of gas transmission pipeline projects and supporting the execution of the work in the field.  The group also provides technical review and approval of project documentation post construction to ensure company records are updated accurately and reflect the scope of work performed.  The Design and Drafting group within GTED is responsible for updating record drawings of facilities based on the as-found or as-built condition at the conclusion of the work.

 

Position Summary


The main requirement of this position would be to manage the As-Built program for the Gas Transmission Engineering and Design (GTE&D) Department: Pipeline Engineering and Design, ICE and Plant Engineering and Design and Drafting.

 

The main requirements would include, but are not limited to:
•    Act as single point of contact and liaison to the As-Built Process Owner and Manager
•    Successfully steward/manage the as-built program within GTE&D through the following tasks:
o    Manage the custody of as-builts as required
o    Timely track the flow of as-builts up and downstream of GTE&D, including Engineering Service Providers, contractors etc.  Tracking can be through Unifier or other pertinent mediums
o    Work with all stakeholders regarding kickbacks, escalations, outstanding reviews and/or quality issues
o    Develop reports, attend and facilitate reporting on GTE&D as-built program’s at the T2 and T3 meetings 

o    Provides trending on kickbacks and general cycle times
o    Create and maintain reports, dashboards and metrics as required 
o    Provide timely input to the master as-built tracker for GTE&D
o    Assist in order closeout where required
o    Ensure timely SAP updates for GTE&D
o    Develop and steward process improvement initiatives as identified for all relevant scopes of the as-built program in GTE&D
o    Maintain regular check-ins with key stakeholders
o    Maintain physical presence in the office (minimum 2 days per week) and manages physical packages as required

 

 

Position duties may include but are not limited- 

•    Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams.
•    May design and develop new programs under a larger umbrella of goals and initiatives.
•    Manages programs that are cross departmental, complex and have a significant impact on the line of business. Leads development of plans to achieve program goals.
•    Provides standardized regular reports, along with custom, ad-hoc reports for review at the program level. May supports divisions with reporting for operational metrics to provide intelligence on performance trends. Develops and delivers presentation to leaders regarding the program progress toward goals.
•    Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval.
•    Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and
correct erroneous charges.
•    Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
•    Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost.
•    May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals.
•    Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support.
•    May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control.
•    Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program.
•    Ensures regulatory compliance with the program.
•    Provide leadership or work direction to lower level peers.

 

Position will require approximately 10% of travel time in work schedule. 

 

Headquarter base is San Ramon, but likely to change to Dublin in the future. 

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon [potentially Dublin in future]). 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:


Bay Area Minimum:$105,000
Bay Area Maximum: $169,000

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.


Job Responsibilities


•    Applies advanced knowledge of Program Management to moderate to complex assignments and established programs. Works independently on most issues.  Receives guidance from manager. May participate in the development of new programs.
•    Manage programs, monitor and track work to ensure timeliness, quality and overall program budget.
•    Collaborates with Investment Planning, Distribution Integrity Management, Project Services/PMO, Operations, Construction, Division Engineering and others to
o    Develop and implement new or improved processes, controls and procedures to improve program compliance, efficiencies and customer satisfaction.
o    Develop, analyze and update current and future work plans and schedules in SAP and other tools to reallocate resources or reprioritize program work.
•    Conducts project plan review meetings and project coordination meetings, issues meeting minutes and ensures resolution of identified issues
•    Monitors execution of work from initiation to closure to ensure units and unit cost is attained.
•    Monitors and manages financial and work management data related to assigned programs in SAP and related tools to ensure accuracy.
•    Develops annual productivity targets. Perform trend analysis, to identify issues with costs or productivity.
•    Conducts benchmarking and best practice reviews for engineering & design.
•    Develops recommendations for improvements to tools and processes and associated training to improve productivity and reduce operation costs. Leads the implementation of best practices and department reliability and affordability team.
•    Develops and implements communication and training for assigned programs to target audience
•    Prepares reports, status updates, variance explanations and budget recommendations. Makes presentations to manager and/or key program stakeholders.
•    Ensures ongoing regulatory compliance with the program.
•    Develops responses to program-related data requests.
•    Assists with GRC testimony research related to the program.
•    Supervisory Responsibility- May lead work teams or groups, no official direct reports.

 

Qualifications-

 

Minimum Qualifications:  
•    Bachelor’s degree or equivalent experience
•    5 years total related experience 
•    SAP experience
•    Project or program management experience
