Department Overview 


The Gas Transmission Integrity Management organization is responsible for evaluating the risk and threats to the integrity of the gas transmission system then developing and implementing a strategic integrity management plan for the entirety of the gas transmission pipeline assets.

The Transmission Integrity Management Program (TIMP) organization’s vision is to:
•Improve pipeline safety and system reliability with a goal of zero safety incidents.
•Promote a safety culture throughout all levels of the organization with an emphasis on improving learning from the past and anticipating the future.
•Apply integrity management principles on a system-wide basis while engaging our stakeholders, from local communities we operate within to our regulators, so they can understand and participate in reducing our risk.
•Support the design, construction, operation and maintenance of the transmission and distribution pipeline systems through the proactive use of asset knowledge, threat identification, knowledge of threat interaction, data integration and analytical tools to increase operational efficiency, improve system integrity and minimize safety risk to employees and the communities we operate in.

 

Position Summary


This Expert Gas Program Manager position will work on a cross-functional team of Risk Engineers, Program managers, Business Analysts, Gas Technical Specialists and Data Scientists to provide program management support for the implementation of risk management duties for PG&E’s approximately 6000-mile gas transmission system. The Expert Gas Program Manager is a key position within the transmission integrity management (TIMP) team, managing TIMP regulatory compliance and safety management programs to help ensure PG&E maintains safe and reliable pipelines, and complies with federal and state regulations. This position will report to the Manager of the TIMP Risk team.

 

The primary responsibilities of the Expert Gas Program Manager are to provide oversight, governance, communication, training, reporting of key regulatory compliance and safety management initiatives within the Transmission Integrity Management program. These initiatives include TIMP Asset Management metrics, Risk & Threat data deliverables, Risk Managed Direct Assessment Program, Direct Cause Analysis Program, Integrity Management data improvement programs such as TIMP Therapeutics, and additional initiatives designed to ensure regulatory compliance. 

 

Position duties may include but are not limited to-

•    Applies advanced knowledge of program management to assigned program initiatives. Works independently on most issues. Receives guidance from manager.
•    May participate in the development of new programs.
•    Manage programs, monitor and track work to ensure timeliness, quality, and overall program budget.
•    Ensure ongoing regulatory compliance with the program.
•    Develop and implement new or improved processes, controls, and procedures to improve program compliance, efficiencies and customer satisfaction
•    Develop, analyze, and update current and future work plans and schedules to reallocate resources or reprioritize program work.
•    Conducts project plan review meetings and project coordination meetings, issues meeting minutes and ensures resolution of identified issues
•    Conducts benchmarking and best practice reviews.
•    Develops recommendations for improvements to tools and processes and associated training to improve productivity. Leads the implementation of best practices and department reliability and affordability team.
•    Develops and implements communication and training for assigned programs to target audience
•    Prepares reports, status updates, variance explanations and budget recommendations. Makes presentations to manager and/or key program stakeholders.
•    Develop responses to program-related data requests.
•    Assists with rate case testimony research related to the program.
•    Demonstrate by personal action a 100% commitment to employee and public safety.


Position will require less than 25% of travel time in work schedule. 

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon) 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:


Bay Area Minimum:$126,000
Bay Area Maximum: $200,000

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.


Job Responsibilities


•    Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams.
•    May design and develop new programs under a larger umbrella of goals and initiatives.
•    Manages programs that are cross departmental, complex and have a significant impact on the line of business. Leads development of plans to achieve program goals.
•    Provides standardized regular reports, along with custom, ad-hoc reports for review at the program level. May supports divisions with reporting for operational metrics to provide intelligence on performance trends. Develops and delivers presentation to leaders regarding the program progress toward goals.
•    Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval.
•    Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges.
•    Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
•    Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost.
•    May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals.
•    Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support.
•    May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control.
•    Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program.
•    Ensures regulatory compliance with the program.
•    Provide leadership or work direction to lower level peers.
•    Supervisory Responsibility- May lead work teams or groups, no official direct reports.

 

Qualifications-


Minimum:
•    Bachelor’s degree or equivalent experience
•    7 years total related experience
•    SAP experience
•    Project or program management experience
•    Experience managing capital or expense budgets
 
Desired:
•    Master’s degree in Engineering or Business Administration
•    Experience in risk management or pipeline integrity management, 5 years
•    PMP-Project Management Professional certification
•    Knowledge of 49 CFR Part 192 and ASME B31.8S standard
•    Knowledge of gas utility processes, regulatory requirements, goals and initiatives
•    Good organizational and process management skills
•    Good collaboration and interpersonal skills
•    Good communication, presentation and influencing skills
•    Analytical problem-solving skills
•    Basic financial, accounting, budgeting knowledge
•    Proficiency in Microsoft Office tools
