Department Overview

 

The Gas Transmission Portfolio Management and Engineering Department, Design Estimating group, is responsible for preparing cost estimates and design for modifications to existing Gas Transmission Assets, as well as new pipeline and valve installations, system-wide throughout the PG&E territory.  Cost and design support is provided to Gas Transmission Pipeline Engineering and Design, Pipeline Services and other Gas Transmission work streams. This position specializes in Cost Estimating.

 

Position Summary

 

This is represented by Engineers and Scientists of California (ESC) and is subject to collective bargaining.

 

This position will be responsible for the creation of cost estimates for a variety of project types with varying complexity within the TPM&E organization.  Projects consist of Expense or Capital work on Gas Transmission assets throughout the service territory.  Supported Programs include but are not limited to Strength Test, Pipeline Replacement, In Line Inspection, Station, Valve Replacement and Valve Automation as well as Digs and Corrosion.

 

Lead contract negotiations to achieve fair pricing with PG&E alliance contractor partners.

 

The position requires up to 30% travel, mainly within PG&E’s Service Territory.

 

This position requires a 24-month lock-in period for new hires into estimating positions from outside ESC, per LOA 16-23 ESC

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory. 

 

PG&E provides the hourly rate that the company in good faith believes it might pay for this position at the time of the job posting. This position is subject to collectively bargained hourly wage rates and increases. The starting wage rate for this position is $48.58 per hour.  This wage rate is specific to the locality of the job. The wage rate is based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity.

 

Job Responsibilities

 

  • Review design packages including permit and traffic control plans
  • Prepare Class 5 through Class 2 job estimates in accordance with Utility Standards and department guidelines
  • Support Target Price Negotiations with contractors

 

Qualifications 

 

Minimum:

  • Possess high school diploma or GED equivalent
  • Must have a valid Class C California Driver's License or ability to obtain by first day of employment
  • Autodesk Certified User (ACU)” certificate required or two-year technical degree in Drafting, or equivalent (defined as cost estimating, project management, construction management, field engineering or construction estimating)

 

Desired:

  • Experience with Autocad (2009 or later version) or Bentley MicroStation
  • Bachelors degree in mechanical, civil or related engineering field or any combination of training, education, and work experience
  • Minimum 1 year experience within construction management, cost estimating, project management or related field
  • Experience with negotiating construction contracts with construction vendors
  • Minimum 1 year of experience with architectural, civil, or mechanical drafting and ability to review and understand architectural/civil plans and mechanical drawings
  • Relevant experience at PG&E or through Hiring Hall
  • Demonstrated experience working with customers on resolving issues or working on projects together
  • Minimum 1 year experience in demonstrating effective project management / process oriented and negotiation skills.
  • Intermediate Microsoft Office (Excel, Word, Outlook)
  • Experience with web-based software (Internet Explorer, Mozilla Firefox, etc)
  • Familiar with CPUC tariffs (Gas Rule 2, 15, 16)
  • Minimum 1 year of experience using SAP
  • Minimum 1 year of utility operations knowledge and experience.

  • Strong organizational skills
  • Minimum 1 year of knowledge and experience with PG&E gas system and construction standards.
  • Familiar with PG&E Green Book requirement to establish gas service.
