Position Summary

The Emergency Management Specialist participates in designing, developing, and maintaining Emergency Preparedness plans, processes, standards, and programs. Incumbents manage the tools to support key operational programs to effectively support emergency response efforts across the organization including internal and external facing websites and software applications and are responsible for providing emergency training exercises and drills to internal coworkers in various departments involved in emergency planning and business continuity. Responsibilities also include the coordination of preparedness activities with internal and external partners to support an effective readiness posture to identified hazards and ensuring assigned employee groups perform effectively in emergency situations and operate the transmission or distribution grid in a reliable manner.

 

Job Responsibilities:

May serve on permanent incident support team to support the activation and operation of one or more centralized or regional emergency operations centers or teams during an actual emergency. Leads activation and operation of the Emergency Operations Center. · Manages the planning, development, and implementation of functional area support for emergency incident restoration and recovery efforts, including the associated tools and software such as Distribution SCADA load shed, Circuit Block Identifier (CBI), Electric Emergency Program Automated Communication System (EEPACS). · Participates in annual functional Company exercise design and execution. Reviews and updates plan template format and content and train team-mates and clients in use of templates. Supports evaluation of the effectiveness of disaster recovery planning and recovery strategies. Gathers and utilizes information from post-event critiques and ensures action items are completed and enforced. Analyzes trends and recommends improvements to senior leadership. · Supports the project team to plan, schedule and conduct a wide range of complex Emergency Preparedness drills and oversees the scenario development portion of the exercise. Supports training in programmatic areas and assists in delivering Incident Command System (ICS) raining. Liaisons between departments and functions within key departments and the Company to align emergency response plans. · Develops and presents specific emergency management strategies which are aligned with the True North Strategy (TNS) for approval and implementation across functional areas Implements policies, procedures, and systems required for maintaining and enhancing functional area specific emergency management to include preparation, prevention, response, and recovery. · Implements emergency preparedness training and provides ongoing support and consultation to coworkers in relation to Emergency Preparedness and Business Continuity. · Identifies risks and/or vulnerabilities of hazards related to emergency planning, response, and preparedness. Partners with cross-functional teams to address associated risks effectively and in line with the TNS. · Develops, maintains, and communicates functional area emergency preparedness and Business Continuity plans, processes, procedures and roles, operations guides and manuals. Engages coworkers to maintain accuracy of emergency processes and procedures as business needs change. Ensures alignment and compliance with enterprise BCP initiatives, emergency plans and annual exercises. · May represent the company in contacts with other utilities, various industry boards, committees, regulatory agencies, governmental bodies, and other private organizations.

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based

 on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.

Although we estimate the successful candidate hired into this role will be placed

towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:

Bay Area Minimum: $132k

Bay Area Maximum: $226k

&/OR

California Minimum: $125k

California Maximum: $215k

 

 

Qualifications:

Minimum:

•Bachelor’s degree in emergency management or equivalent experience

•9 years of utility related industry, or emergency planning, preparedness, and response experience

 

 

Desired:

Instructor certification, North American Electric Reliability Corporation (NERC) · System Dispatcher certification, North American Electric Reliability Corporation (NERC) · Incident Command System (ICS) certification · Homeland Security Exercise and Evaluation Program (HSEEP) certification · Business Continuity Planning (BCP) certification, or similar · ICS-100 · ICS-200 · ICS-300 · ICS-400 · IS-240: Leadership and Influence · IS-241: Decision Making & Problem Solving · LEAN certification

Emergency Operations Center (EOC) training

•Understanding of emergency management concepts, principles, and practices.

•Knowledge of Business Continuity Plan (BCP) principles and practices.

•Knowledge of electric operations processes and procedures.

•Knowledge of Electric Emergency Plan (EEP), Electric Emergency Operations Plan (EEOP), system restoration procedures, and Incident Command process and of reports and tools used during emergencies.
