Department Overview

The Enterprise Public Works Coordination Team is a dedicated group of individuals that work locally to ensure PG&E is acquiring the proper permitting for each project, that our internal teams and programs have resources and guidance to ensure compliance with agency permitting requirements and public safety, and that we are constantly striving to improve the relationships and customer experience with the local cities and counties we share our communities with. The Local Agency Permitting Team is the divisional resource that provides an end to end permit process for submission and acquisition of local agency permits, including permit package creation, traffic control plan acquisition, and permit follow up and closeout. 

 

Position Summary

This position is represented by Engineers & Scientists of California (ESC) subject to collective bargaining.

 

This Permit Facilitator is responsible for the end to end process for the submission and acquisition of local agency permits. Works with local jurisdictions to obtain permits and understand permitting requirements. Communicates and works with internal stakeholders on a day to day basis. Become a subject matter expert for permitting.

 

This position is hybrid, working from your remote office and your assigned work location based on business need.

 

PG&E is providing the hourly rate range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual hourly rate paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreement, and internal equity. 


Under the terms of the collective bargaining agreement, the starting hourly rate range for this position is $42.84 to $66.20, subject to collectively bargained wage increases.
 

 

Job Responsibilities

•    May review project scopes to identify need for encroachment permit and Traffic Control Plan.
•    May draft permit sketches based upon construction drawings provided by lines of business (LOBs) where applicable that conform to all agency-specific criteria/requirements and complete permit applications. Any changes to drawings that would require Estimator or ADE approval must be made by an Estimator.
•    Coordinates, acquires and renews permits for all assigned projects.
•    Interfaces with all internal stakeholders regarding upcoming permits, permit status, and/or permit requirements/conditions.
•    Support Agency Liaison in coordination of encroachment permitting and public works as needed.
•    Select or acquire (internal or external) appropriate Traffic Control Plan according to PG&E requirements and agency requirements.
•    Provides information on site restoration requirements as needed.
•    May create, run and present reports applicable to the encroachment permitting process.
•    Coordinates with appropriate personnel to facilitate payment of permit fees in support of deadlines.
•    If upfront payment is required, requests a check from clerical staff. (Note: receipt of payment is performed by clerical employees).
•    Ensures all permit application packages are submitted to appropriate agency on or before the Permit Submittal Deadline. If permit application is to be submitted in person, may deliver permit application to agency office.
•    Updates/Tracks permit from pre-submittal to close in SAP (includes managing the permit notification, updating permit status in long text, completing all associated tasks). Clerical employees may also complete certain permit functions in SAP as assigned.
•    Ensures that permit tasks are complete and associated documents are uploaded, and receipt of the permit is communicated to the job owner.
•    Communicates to job owner, Project Manager, GC FE/FET or M&C crew foreman any specific or new/different requirements on the approved permit.
•    Coordinates permit-related job closeout activities with clerical staff.
 

 

Qualifications

Minimum:

•    Minimum one year of construction, engineering, estimating/design, or work management experience
•    CADD experience required if hired externally, desired for internal hire.


Desired:
•    Functional understanding of Microsoft Office, SAP and other reporting and monitoring tools and software
•    Functional understanding of Primavera P6 desired
•    Ability to communicate with a wide variety of individuals with various backgrounds
•    Be an effective team member by having the ability to work collaboratively with various internal and external stakeholders at all levels and positions.
