Position Summary

This position will directly supervise a team of Project Controls Analysts (PCA) that will be responsible for reporting and providing support to the ESD Major Projects project management team, a work group that is wholly represented by the Engineers and Scientists of California (ESC) Union. The work group is responsible for reporting on electric transmission line and substation Major Projects throughout PG&E’s California’s service territory. This position will report to the Sr Manager of Major Projects Project Controls, and is headquartered in West Sacramento, CA (location is flexible). The successful candidate will help the Major Projects Organization attain its vision of being the leading project management organization in the utility industry by leveraging one’s exceptional leadership and technical skills. They will also provide support to the Field Project Controls Analyst team to become better at execution, become more efficient, determine trends and areas for improvement, and ensure the best quality of work possible.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:

  • Minimum Base Salary (Bay Area)            $144,000.00
  • Mid Base Salary (Bay Area)        $194,000.00
  • Maximum Base Salary (Bay Area)           $244,000.00

 

  • Minimum Base Salary (California)         $137,000.00
  • Mid Base Salary (California)      $184,000.00
  • Maximum Base Salary (California)        $232,000.00

 

Responsibilities

  • Live the PG&E Values. Lead by example and drive culture change within Transmission Line and Substation Project Management with effective communications and actions that will enable PG&E to become the leading Utility in the United States.
  • Supervise 6-12 ESC Project Controls Analysts and contractors.
  • Ensure that the T&S portfolio of assigned projects are managed such that all projects are safely designed and constructed on time, on budget, within scope, and without adverse environmental/ other regulatory impacts.
  • Ensure PCA's manage and forecast project portfolio costs that are accurate and in alignment with annual and project budget targets.
  • Manage data request responses on time and thoroughly.
  • Develop scope of work and determine the appropriate resources to support the scope of work.
  • Develop reports and dashboards (Power BI, AO, SQL, Excel etc) and determine reporting cadence to track project status and report out to leadership and PM/PCA teams to improve data quality across T&S.
  • Develop QA/QC tools to ensure order attributes are maintained properly.
  • Manage order closeouts to ensure timely and proper closeout of orders.
  • Manage order settlements to ensure orders are in compliance with SOX audit guidelines.
  • Work to improve contract management and accrual processes.
  • Hire and mentor PCA team to ensure proper support of PM/PCA teams.
  • Proactively identify and resolve project issues to ensure that projects meet overall cost, scope and schedule commitments. Work to remove hurdles and obstacles that are impacting achievement of project or departmental objectives.
  • Coach, develop and support Project Controls Analysts to improve project data quality and to ensure consistency across the organization.
  • Develop workload plans and strategies to establish balanced levels of internal and external resources to support five year plans.
  • Establish specific Project Management expectations, metrics, and tracking tools to measure performance.
  • Clearly communicate expectations to direct reports and implement performance management as necessary.
  • Maintain a strong, high morale team of professional Project Controls Analysts.
  • Work with Major Projects Project Managers and other group Supervisors to effectively manage and improve the overall group’s operations and processes.
  • Volunteer for and contribute on special assignments that help improve the entire work group performance.

 

Qualifications

Minimum:

  • A Bachelor's Degree in Engineering, Business, Finance or equivalent combination of education, experience, and training.
  • 6 years project management, program management or business management experience OR 3 years supervisory experience of project management, engineering and/ or construction of Transmission/Distribution projects
  • Certified Project Management Professional (PMP) from the Project Management Institute (PMI)

 

Desired:

  • Strong leadership and analytical skills.
  • Supervisory experience, preferably in Project Management.
  • Knowledge of Engineers and Scientists of California (ESC) Union Contract.
  • Demonstrated ability to make project assignments, balance workloads and track work progress for multiple Project Management teams across the Major Projects portfolio.
  • Demonstrated leadership skills in driving work progress and improving work processes.
  • Strong verbal and written communication skills.
  • Strong MS Excel, MS Word, and MS PowerPoint skills.
  • Efficient in Power BI and SQL.
  • Ability to implement new processes and procedures.
  • Ability to mentor and train peers.
  • A leader that is proactive and will take initiative to improve quality of work and processes and procedures.
  • Understanding of the PCA role, cadence, goals and expectations in Major Projects
  • Strong project scheduling skills and experience with Primavera P6 software.
  • Demonstrated experience in negotiating and managing contracts for engineering, procurement and construction services.
  • Electric transmission line and substation system knowledge.
