Department Overview

The Utility Partnerships and Innovation (UP&I) Leadership team is focused on enabling  an electrified, clean energy 2040 with rates affordable for our customers, via innovation and partnerships to deliver transformative, scalable solutions to interlocking utility challenges; electrification of vehicles and buildings to achieve beneficial electric load growth that delights customers; and electric load management solutions to support load growth while mitigating infrastructure and procurement spend.

 

In 2022, PG&E articulated its True North Strategy (TNS), a bold, breakthrough vision that charts a course over the next 15 years toward achieving our purpose and climate commitments. The Load Management Strategy & Policy (LMS&P) team leads the ongoing development and deployment of the TNS Supply & Load Business Plan, including crafting, implementing, and refining plans to move strategy into action. In this capacity, the team directs the company’s strategy, policy, market development, solutions design, and alignment of current and future solutions in support of the Load Management strategy.

 

Position Summary

The Senior Manager, Load Management Strategy & Policy is responsible for leading the team and work to develop and deploy PG&E’s strategic and policy plan and actions to deliver load management solutions that drive the clean energy transition. This includes policy and strategy development; intentional and forward-thinking stakeholder outreach and policy engagement to deliver breakthrough solutions; program and pilot design; and development, management and implementation of various customer solutions.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The work location is Oakland, CA.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors.​ This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

A reasonable salary range is:

Bay Area Minimum: $151,000.00

Bay Area Maximum: $257,000.00

 

Job Responsibilities

• Develop load management policy and strategy that aligns with the TNS Supply & Load Business Plan.

• Establish and implement internal alignment and governance processes across UP&I to ensure PG&E speaks with one voice on load management and distributed energy resources (DER) policy, program and rate design efforts. This includes overseeing load management filings and other external communication across policy, regulatory, and commercial forums.

• Supervise team of high performing policy and product professionals to accomplish results through effective recruitment and selection, training and development, performance management, and rewards and recognition.

• Manage interactions between LMS&P programs team, key internal business partners, and external stakeholders, that are essential to accomplishing our mission and drive/promote load management solution effectiveness, including customer experience.

• Provide strategic direction on existing and emerging policy areas and legislation and implement innovative solutions that improve policy outcomes that support the TNS Supply & Load strategy, with metrics that may include rate impact, customer experience, environmental impact, and regulatory compliance.

• Identify and understand customer needs and problems, industry landscape, risks and opportunities of multiple customer segments, channels, and technologies. 

• Oversee all TNS Supply & Load business processes, including the use of Lean operating tools such as visual management to deliver KPI reporting, cost monitoring (e.g. Forecast & Budgeting, Invoicing, Accruals), contracting/vendor management, and other activities in support of the LMS&P team.

• Contributes to department budget development and forecasts including GRC and other regulatory filings.

• Translates functional goals into programs/products including business cases, readiness and adoption milestones, emerging technologies and codes and standards. 

• Form strong industry partnerships and collaborate with stakeholders to drive policies that deliver for our hometowns. 

 

Qualifications

Minimum:

• Bachelor of Arts or Bachelor of Science in Business, Economics, Engineering, or equivalent related work experience
• 8 years of relevant experience

 

Desired:

• Energy sector experience.

• Master’s degree, PhD or equivalent experience. 
• Experience developing and executing strategic plans.

• Experience in innovation, strategy, management, valuation and deployment.

• Understanding of regulatory requirements for tariffed energy programs.

• Knowledge of project and program management concepts, methods and practices.

• Excellent verbal and written communication skills

• Influence skills, including strong meeting facilitation skills.

• Analytical problem solving and decision-making ability.

• Adaptability to adjust to changing business dynamics and priorities.
