Information Systems Technology Services is a unified organization comprised of various departments which collaborate effectively to deliver high quality technology solutions. This position resides specifically in the Enterprise Technology organization, which is currently embarking on a journey to modernize PG&E’s billing systems and consolidate multiple billing and meter data management systems to a more efficient and modern platform.  The core technology used is Oracle based Billing Cloud Services and Customer Care and Billing systems.

 

Position Summary

The Senior Programmer Analyst plays a critical role in the development, quality management and platform enhancements in the Billing Modernization Program using Oracle based solutions.  This position requires advance knowledge of Oracle database, Software Development Kit (SDK) for BCS, and Java/Groovy programming, along with expertise in data mappings and integrations.  To accompany the technical requirements, knowledge of metering, billing, and invoicing of the utility industry is necessary.


The primary responsibilities are to design, develop, modify, debug and evaluate application programs across all functional areas for the current billing system replacement to the BCS platform.  This position also analyzes existing applications and systems and formulates logic for new systems, devises logic procedures, logical database design, performs coding and tests/debugs programs. This position consults with the business, architects, system integrator and other stakeholders to mediate and troubleshoot technical issues.  This position will also learn from the project system integrator as they transition the knowledge to the PG&E team and be able to provide future support of the product.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. We would not anticipate that the individual hired into this role would land at or near the top half of the range described below, but the decision will be dependent on the facts and circumstances of each case.


A reasonable salary range is:

Bay Area Minimum: $114,000.00

Bay Area Maximum: $182,000.00

 

Job Responsibilities

  • Work Scope Understands business requirements and applies them to complex programming and analysis. Follows and collaborates on existing Application Development Frameworks and Coding Standards Solid understanding of IT Delivery Methodology, compliance processes and impact to client projects. Applies professional technical concepts of particular field, procedures, and techniques.
  • The incumbent independently plans work to meet assigned general objectives; progress is reviewed upon completion and solutions may provide an opportunity for creative/non-standard approaches.
  • Problem Solving: Leads complex system modifications. Assignments are based on extensive knowledge of concepts, principles or practices in a specific discipline, field or area of expertise, and require seasoned, experienced-based judgment in applying and adapting techniques. Resolves application programming analysis problems of broad scope within procedural guidelines. May seek assistance from the supervisor or more skilled programmers/analysts on unusual or especially complex problems that cross multiple functional/technology areas.
  • Internal/External Contact: May attend client meetings on behalf of team or manager. Collaborates with Project Manager on complex project timelines, identifying critical path, resource assignments, risks, and dependencies representative.
  • Freedom of Action: Oversee, mentor, and provide guidance to less experienced programmer-analysts

 

Qualifications

Minimum:

  • Bachelors Degree in Computer Science or job-related discipline or equivalent experience
  • 5 years experience in programming analysis


Desired:

  • Master’s degree in computers/information science or equivalent experience
  • 5 years delivery experience with Oracle product suite
  • Proficiency and hands-on experience with Java and/or Groovy development
  • Experience with data mappings and integrations
  • Oracle Certifications in Customer Care & Billing Specialist or Billing Cloud Solutions
  • Excellent problem-solving and analytical skills
