Department Overview
The IT Investment Management Department provides planning, product, business, and operations management analysis and support in the following areas: planning, research support, project intake, data analysis and reporting, regulatory strategy, process governance, budgetary requirements and spend, in support of business decision making, strategy, and operations. Provides input, support, and analysis to general IT business processes, assists in the development of a prioritized budget for the IT organization and works with other financial or data personnel to ensure accurate and timely operations, budget, and/or project management. May also be involved in business process improvement, quality control, special projects, and other initiatives.
Position Summary
The successful candidate will be responsible for managing Programs supporting projects/initiatives within the IT Office of the CIO (OCIO) and will support the Investment Management and IT leaders with the overall management of prioritizing ~$1.4B technology investments across IT and the enterprise. Their role is key to executing and delivering the overall IT technology portfolio strategy to ensure we provide executive management and business clear insights into the drivers of business, financial and compliance performance and risk. The program manager aids in business plan deployment, investment planning and regulatory support. Key activities are to manage day-to-day activities to ensure organizational goals and requirements are met with Planning/Prioritization of our technology investments. Requires collaboration with all levels of leaders, peer and cross functional teams to provide end-to-end program support, operational financial support and analysis and governance. The program manager will support implementation of our key activities to prioritize technologies, cost reductions through key initiatives, increasing productivity and facilitating organization and business effectiveness through oversight and governance.
Ensures projects, programs and key initiatives are operating effectively. Responsibilities typically include some or most of the following in support of Program Management to ensure attainment of program metrics/objectives.
PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
Pay range: $85,000.00 - $116,600.00
This position is hybrid, working from your remote office and our Oakland Headquarters based on business need. The assigned work location will be within the PG&E Service Territory.
Job Responsibilities
- Full understanding of Program Management and Project Management activities both in Waterfall and Agile.
- Ability to develop templates, roadmap, reports, metrics, necessary documents needed for ART execution
- Measuring and reporting on success of the program
- Identifying and maintaining strong working relationships with all strategic programs and partners
- Communicates and champions the requirements necessary to execute the IT portfolio
- Ensures compliance to Standards/regulations and governance processes
- Collaborative, able to work cross-functionally; possessing the ability to forge relationships and partner effectively
- Collaborates with contractors and vendors relationship for the efficient delivery of services. Monitors program results against technical specifications
- Provides IT services that include planning, development, implementation, and support for systems solutions required for PG&E
- Assist in regulatory support work to include preparation of testimony, supporting work papers and discovery responses advocating company’s business or policy positions in regulatory proceedings
- Assist in the review of intervenor testimony and drafting comments based on the implications of party positions
- Prepare summaries of decisions, intervenor briefs and other regulatory documents
- Highly skilled in PowerPoint and Excel with ability to develop executive level presentation materials
- Utilizes various tools and techniques for estimating costs associated with a project/program including physical, financial, and human capital costs.
- Accountable for negotiating conflicts and ensuring identified issues are resolved.
- Ensures that the project/program/initiative outcome reflects the goals of the organization/business.
- Acts as a liaison and conduit for information flow between the department team and the rest of the IT and business community, as well as with appropriate external stakeholders and executives; manages the efficient and effective resolution of issues.
- Ensures appropriate resources are assigned to each project/program/initiative.
- Develops and manage to a set of meaningful metrics to demonstrate the efficiency and effectiveness of the team on a monthly, quarterly, and yearly basis.
- Ensures compliance to standards/regulations and governance processes
- Develops and manages department budgets, regularly monitoring expenses against forecast, providing explanation or justification for budget items and/or variances.
- Identifies new partners, technologies, and delivery channels.
- Ability to communicate project/program/initiative status to all stakeholders
- Monitors, evaluates status, and reports on projects/programs/initiatives.
- Develops, oversees, and implements policies, procedures, guidelines, and standards to support business operating plans and goals.
- Strong communication skills (oral and written) across internal and functional areas, providing information or exchanging data together with ability to communicate up to executive level leaders
Qualifications
Minimum:
- Bachelor’s Degree or equivalent experience
- Job-related experience, 3 years
Desired:
- 1 year or more experience implementing projects/programs and/or critical initiatives
- Utility industry experience
- PMI PMP Certification
- Lean Six Sigma Certification
- Regulatory background/experience
- Extensive knowledge of spreadsheet software, data visualization tools,
- Extensive knowledge of financial modeling methodologies & techniques
