The Customer & Energy Solutions (C&ES) organization develops and delivers innovative customer programs that support California’s decarbonization goals while ensuring affordability and reliability. The department is focused on building strategic partnerships and enabling electrification in homes, businesses, and transportation. C&ES plays a key role in PG&E’s commitment to climate resilience and equity, and supports beneficial load growth by aligning customer offerings with long-term system planning and grid needs. 

 

Position Summary

The Expert Program Manager – Beneficial Load Growth is responsible for designing, evolving, and managing PG&E’s Beneficial Load Growth initiatives and develop the program offerings. The initiative focuses on enabling strategic data center development across Northern California to drive system affordability while supporting California’s decarbonization mandates.

 

Based upon the experience and skills of the successful candidate, the role will focus on a prioritized set of activities related to supporting Beneficial Load Growth program operations, developing and implementing PG&E’s Beneficial Load Growth strategy, and planning and implementing solutions to improve PG&E’s large load interconnection customer processes (e.g. Rule 30).

 

The Expert will work cross-functionally to ensure that PG&E’s offerings are supportive of overall customer affordability, responsive to customer needs, scalable, and aligned with regulatory and grid planning frameworks.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The work location is Oakland, CA. The role reports to the Director, Beneficial Load Growth within Customer & Energy Solutions. 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

A reasonable salary range is:​

 

Bay Area Minimum: $122,000.00

Bay Area Maximum: $194,000.00

 

Job Responsibilities

 

  • Support development and execution of strategic initiatives for beneficial load growth in alignment with PG&E’s True North Strategy and Clean Energy goals. 
  • Develop and implement robust program workplan and management processes, standards, and tools to ensure efficient execution of the Beneficial Load Growth initiative
  • Develop key performance indicators and efficient performance tracking mechanisms that aligns with PG&E’s Lean management practices
  • Translate strategic goals into actionable business plans and implement through cross-functional collaboration between C&ES, Engineering, Planning, Rates, Regulatory, and Innovation
  • Build internal business cases for and large load process improvements
  • Support implementation of PG&E’s large load customer tariffs (e.g. Rule 30)
  • Engage with external stakeholders, including third-party vendors, technology partners, industry coalitions, and regulatory agencies. 

 

 

Qualifications

Minimum:

 

  • Bachelor’s degree in Engineering, Business, Environmental Science, Economics, Policy, Operations Management, or a related field.
  • 8 years of relevant experience in utility operations, strategy, energy programs, product development, consulting, and/or public policy 

 

Desired:

 

  • Master’s degree (MBA, MS) or Lean Six Sigma certification (Green or Black Belt).
  • Demonstrated project management skills and the ability to lead complex cross-functional projects and initiatives 
  • Strong communication, presentation, and stakeholder management skills 
  • Deep familiarity with California energy policy landscape and interconnection rules (e.g., Rule 2, Rule 21, Rule 30).
  • Experience using workflow tools, dashboards, and visual management systems.
  • Excellent facilitation, communication, and stakeholder alignment skills.
  • Background in change management or operational transformation in a regulated environment.
  • Experience collaborating with regulatory agencies (e.g., CPUC, CEC) or participating in regulatory filings 
  • Experience developing and implementing business processes and process improvement initiatives
