Department Overview:
The Market and Federal Compliance team is part of the Compliance Excellence department within Electric Engineering Compliance, where our vision is that together we create a compliance culture in Electric Engineering and Operations that supports and exceeds safety, reliability, customer, and regulatory expectations. The Market and Federal Compliance organization provides functional area compliance oversight, support and monitoring for processes, procedures and controls intended to ensure compliance with the California Independent System Operator (CAISO), the Federal Energy Regulatory Commission (FERC), and the North American Electric Reliability Corporation (NERC) regulatory requirements, standards, tariffs, and agreements. These compliance areas include:
- FERC Wholesale Distribution Tariff (WDT)
- FERC Transmission Owner Tariff
- FERC T-Line Licensing
- CAISO Open Access Transmission Tariff
- CAISO Transmission control Agreement and related CAISO Business Process Manuals and CAISO Maintenance Procedures
- CAISO Annual Maintenance Review
- NERC Operations and Planning standards
- NERC Critical Infrastructure Protection standards
Summary:
Will provide organizational leadership for complex programs that support PG&E’s regulatory obligations and risk management objectives within Electric Engineering Compliance. Partners closely with cross‑functional stakeholders to support a compliance culture that meets and exceeds safety, reliability, customer, and regulator expectations.
Provides compliance oversight, support, and monitoring for processes, procedures, and controls intended to ensure adherence to applicable Market and Federal regulatory requirements, including those established by CAISO, FERC, and NERC. Collaborates with internal teams and external stakeholders to address regulatory obligations, respond to inquiries, and strengthen compliance execution across assigned functional areas.
The selected candidate must live within PG&E’s service territory.
Work type: Hybrid (three days a week in office)
Work Location: Flexible within service territory, with Rocklin, Oakland, or Sacramento preferred.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.
A reasonable salary range is:
Minimum Base Salary (Bay Area) $136,000.00
Mid Base Salary (Bay Area) $184,000.00
Maximum Base Salary (Bay Area) $232,000.00
Minimum Base Salary (California) $129,000.00
Mid Base Salary (California) $175,000.00
Maximum Base Salary (California) $220,000.00
Responsibilities:
- Serves as a recognized subject matter authority for Market and Federal regulatory compliance, representing PG&E in regulatory, audit, and industry forums related to assigned compliance areas.
- Provides oversight, guidance, and monitoring for compliance with applicable CAISO, FERC, and NERC requirements, including tariffs, standards, agreements, and related business practices.
- Leads highly complex, cross‑functional initiatives with regulatory or operational impact, coordinating with internal stakeholders to ensure processes, procedures, and controls align with regulatory expectations.
- Anticipates and addresses emerging regulatory and compliance risks by evaluating regulatory changes, identifying gaps, and driving sustainable solutions across functional areas.
- Supports internal and external regulatory engagements, including audits, data requests, reviews, and inquiries, ensuring timely, accurate, and consistent responses.
- Establishes and supports governance mechanisms, success metrics, and reporting to promote transparency, oversight, and continuous improvement in compliance execution.
- Influences internal stakeholders and cross‑utility partners to align on compliance expectations, priorities, and corrective actions.
- Provides guidance, coaching, and mentorship to less experienced employees, supporting knowledge transfer and strengthening organizational compliance capabilities.
Qualifications
Minimum:
- Bachelor degree or equivalent experience.
- 10 years of related experience
Desired:
- Ability to use understanding of the business to help drive strategic decision making, and to recommend operational improvements
- Knowledge of CAISO, FERC, and NERC, and have the ability to lead the large complex projects across the line of business supporting these areas
- Deep knowledge and expertise of business and/or industry drivers in such areas as risk and compliance controls
- Ability to create compelling business cases based on complex business environments and inputs
- Adept at addressing issues with diplomacy and tact
