Department Overview

Enterprise Business & Technology Modernization is a cross-functional organization leading PG&E’s Propel and Elevate programs, a major business and technology modernization initiative designed to unlock customer value by simplifying collaborative work processes. Position Summary

The Manager of Electric Distribution, Transmission and Substation GIS is a strategic leadership role responsible for overseeing the integration, performance, and enhancement of Electric GIS supporting both Distribution, Transmission and Substations. This role combines deep technical expertise with cross-functional leadership to ensure continuity, innovation, and operational excellence across both functional areas. The manager will lead a team and will serve as a key liaison from the Elevate Program to the Electric Functional Area at PG&E.  The manager will also be responsible for effectively partnering with the Propel Program.

 

Oversees the governance, management, and delivery of PG&E’s Electric Distribution, Transmission and Substation GIS and data. Directs teams in a collaborative  environment responsible for data governance, ownership, management, and stewardship, ensuring consistent standards, quality assurance, and alignment with the businesses asset management objectives. Provides leadership in defining and enforcing governance policies, overseeing Power Generation and IT Telecom GIS data work, and coordinating subject matter expert (SME) contributions across specialized domains.

 

Accountable for aligning operational processes with organizational priorities, reducing duplication of effort, minimizing risk, and strengthening PG&E’s ability to leverage geospatial data for reporting, analytics, decision-making and to deliver transformational opportunities within each applicable functional area.

 

This position is hybrid, working from your remote office and Oakland office approximately 2 - 3 days per week, or more, based on business needs.

 

PG&E is providing the full salary range for this position.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location.  The reasonable range to expect will be around the minimum to the midpoint of the range.  The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Midpoint $194,000

Maximum $244,000

 

Job Responsibilities

  • Monitors and analyzes Electric Distribution, Transmission and Substation GIS portfolio performance, leveraging reporting and analytics to optimize investment mix and delivery outcomes; regularly briefs IT and business executives on performance trends and strategic recommendations.
  • Fosters transformational opportunities in partnership with business partners and provides support through resourcing, collaboration and investment.
  • Establishes and manages service-level agreements with business partners, ensuring alignment between GIS services, organizational priorities, and customer expectations.
  • Develops, prioritizes, and communicates strategic goals, processes, and project roadmaps to enable execution of the Electric Distribution, Transmission and Substation GIS portfolio and mission-critical initiatives.
  • Ensures adherence to regulatory requirements, enterprise standards, and governance processes, maintaining accountability and transparency across the portfolio.
  • Builds high-performing teams by providing resources, training, and skill development to staff; sets clear departmental objectives aligned with organizational goals; implements staffing, performance management, and diversity practices consistent with company values.
  • Leads the evaluation, selection, and execution of system investments; manages Electric Distribution, Transmission and Substation GIS technology roadmaps to enable long-term scalability, innovation, and business value.
  • Oversees successful implementation of Electric Distribution, Transmission and Substation systems and GIS solutions and enhancements, ensuring projects are delivered on time, within scope, and on budget.
  • Provides operational support, lifecycle management, and continuous improvement for GIS applications, including 24x7 availability where required.
  • Reviews and recommends sourcing strategies; partners with IT and business leaders to allocate resources and set priorities in alignment with business goals.
  • Serves as a liaison between GIS teams, IT, business stakeholders (Electric Distribution, Transmission and Substation), and external partners, ensuring clear communication, issue resolution, and alignment on outcomes.
  • Achieves results through others by setting goals and KPIs, monitoring progress, and providing coaching, feedback, and recognition to drive a culture of accountability and high performance.
  • Identifies, assesses, and mitigates risks across portfolio and project execution, ensuring resilience and business continuity.
  • Champions Electric Distribution, Transmission and Substation GIS portfolio requirements and communicate their business value to senior leadership, promoting organizational adoption and investment.
  • Oversees the analysis of GIS assets and systems throughout their lifecycle, including deployment, utilization, risk assessment, and decommissioning of non-performing assets.

 

Qualifications

Minimum:

  • Bachelors Degree in Geography, Computer Science or job-related discipline or equivalent experience
  • 8 years of experience in programming/systems analysis, project management, and/or IT strategy planning or other related area

 

Desired:

  • Masters Degree in Geography, GIS or Business Administration or equivalent experience
  • Leadership experience, IT-Information Technology
  • Utility industry experience
  • PMI-Project Management Institute PMP-Project Management Professional certification
  • Familiarity with PG&E’s Elevate and Propel programs
  • Experience with ArcGIS Pro, Schneider Electric’s ArcFM and SAP
  • Telecommunications Domain knowledge
  • Hydro Power Domain knowledge
  • Experience in hydrologic/hydraulic modeling and linear referencing is a plus
