Position Summary

The Manager of Work & Resource Management for Engineering oversees the planning, allocation, and optimization of engineering resources to ensure projects are delivered on time, within scope, and aligned with organizational priorities. This role acts as the operational backbone of the engineering organization—balancing capacity, forecasting workload, and enabling teams to execute efficiently. The manager partners closely with engineering leadership, project managers, and cross‑functional stakeholders to maintain a clear, data‑driven view of work pipelines and resource needs.

 

The selected candidate must live within PG&E’s service territory.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:

Minimum Base Salary (Bay Area)            $159,000.00

Mid Base Salary (Bay Area)        $215,000.00

Maximum Base Salary (Bay Area)           $271,000.00

 

Minimum Base Salary (California)         $151,000.00

Mid Base Salary (California)      $204,000.00

Maximum Base Salary (California)        $257,000.00

 

Responsibilities

Work Planning & Prioritization

  • Lead the intake, evaluation, and prioritization of engineering work across multiple teams.
  • Maintain a unified engineering work pipeline, ensuring alignment with strategic goals.
  • Facilitate quarterly and monthly planning cycles, including capacity modeling and scenario planning.
  • Partner with product and program management to translate business needs into actionable engineering plans.

Resource & Capacity Management

  • Develop and maintain resource allocation models to balance workload across teams.
  • Track engineering capacity, skill sets, and utilization to identify gaps or bottlenecks.
  • Recommend staffing adjustments, contractor needs, or skill development based on forecasted demand.
  • Ensure teams have the right people, at the right time, for the right work.

Operational Excellence

  • Establish and refine processes for work intake, estimation, prioritization, and tracking.
  • Implement tools and dashboards for visibility into work progress, resource usage, and performance metrics.
  • Drive continuous improvement in engineering operations, focusing on predictability and throughput.
  • Standardize reporting for leadership on workload, capacity, risks, and delivery health.

Cross‑Functional Collaboration

  • Serve as the central coordination point between engineering, product, program management, and other business units.
  • Facilitate communication around trade‑offs, dependencies, and resource constraints.
  • Support engineering managers in balancing team health with delivery expectations.

Leadership & Team Development

  • Lead a small team of resource planners, analysts, or coordinators (depending on org size).
  • Coach engineering teams on best practices for estimation, planning, and work management.
  • Foster a culture of transparency, accountability, and operational discipline.

 

Qualifications

Minimum:

  • Bachelor's Degree in Engineering, Business, Finance or equivalent combination of education, experience, and training
  • 8 years of total related experience in project management with a minimum of 5+ years project management with electric utility projects.
  • 4 years supervisory experience in a technical field

  • Engineering, business, and operational knowledge to develop and manage department initiatives effectively.
  • Understands end-to-end processes associated with executing an extensive portfolio of work, such as long-term planning, project management, work and resource management, sourcing, engineering, and construction.
  • Project management and tactical skills are required to implement or coach others to implement long-term initiatives.
  • Ability to develop metrics and analytics to align company strategy with the performance of employees.
  • Excellent communication skills, including communicating messages to the leadership and upper management.
