Job Summary

FERC Electric Proceedings develops, manages, and serves as PG&E's thought leader on Transmission Owner (TO) and Wholesale Distribution Tariff (WDT) Rate Cases, interconnection, and other compliance filings and reports before the Federal Energy Regulatory Commission (FERC). The FERC Regulatory Analyst may act interchangeably as an analyst or function as a Case Manager depending on the nature of the case/proceeding. Incumbents may be responsible for case management, regulatory filing and reporting, tariff development and implementation, policy and strategy analysis, public contacts and advocacy, and/or compliance

This position is hybrid, working from your remote office and your assigned work location 3 days a week based on business need.

PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.   

Pay Range display:

Bay Area – $118,000 to $168,300 annually

Job Responsibility

Case Management

• With limited supervision on assigned complex and/or controversial cases, establishes case team and develops and manages case schedules, milestones, and deliverables.

• Tracks and ensures completeness and timeliness of all data requests and other action items related to assigned cases.

 • As necessary, clarifies internal decision making and effectively communicates internal decisions related to assigned cases.

 • Sets agendas, leads, and follows-up on action items for internal and external meetings related to assigned cases. Regulatory Filing and Reporting

• Prepares and sponsors expert witness testimony, exhibits, work papers, and discovery on complex issues. Serves as an expert witness and/or supports other expert witnesses.

• Analyzes and summarizes testimony, reports, pleadings, and discovery prepared by PG&E, other utilities, regulatory agency staff or intervenors; identifies impact and prepares recommendations of possible courses of action.

• Attends and prepares summaries of regulatory hearings, workshops, and other stakeholder meetings.

• Acts as a Case Manager in complex cases, leading the strategic development and execution of the case. Tariff Development

• Designs complex new tariffs or modifies existing tariffs in response to regulatory decisions or business initiatives. Policy and Strategy Analysis

• Provides analytical support for regulatory, policy and business initiatives. Guides case  and subject matter experts across PG&E in evaluating and developing recommendations on cost recovery, ratemaking, tariff issues, and litigation assessment.

• Develops, revises, and/or maintains complex computer models needed to support regulatory analyses.

• Prepares strategic documents and/or communications for senior management, client organizations, and regulators.

• Analyzes and interprets regulatory proposals, and legislation, and prepares summaries and recommendations to management.

• Maintains knowledge of key governmental, regulatory, and political issues including emerging issues of regulatory significance. Public Contacts and Advocacy

• Represents the Company in public on issues of high complexity. Compliance

• Implements regulatory decisions, creates and/or revises complex tariffs, billing procedures, and accounting rules. Ensures compliance is appropriately implemented and rules are correctly applied.

• Prepares and updates internal status reports to inform PG&E’s leadership and ensures compliance items are identified, tracked, monitored, and implemented.

Requirements

Minimum

• Bachelor’s degree in business, finance, economics, accounting, engineering, or related discipline

• 7 years’ experience in regulatory compliance and/or relations or equivalent work-related field.

Desired

• CAISO operations, data analysis, project management, communications, compliance, and reporting requirements; testimony and report writing experience

• Excellent verbal and written communication skills.

• Excellent analytical and project management skills.

• Expert knowledge of the utility/energy industry issues, trends, and regulatory proceedings.

• Strong knowledge of and/or experience in the functional areas of the electric and gas business, including generation, procurement, transmission, distribution, and customer services.

• In-depth knowledge and understanding of case management procedures and processes.

• Moderate to skilled understanding of revenue requirement, cost recovery, policy development, electric or gas procurement, demand response, energy efficiency, and other related programs.

• Strong understanding of regulatory accounting principles/balancing account theory, concepts, and practice.

• Proficient skills in Microsoft Office (including SharePoint).

• Proficient in use of Adobe, Visio, and FERC e-library.
