Department Overview

The Clean Energy Transportation (CET) group is focused on accelerating the adoption of clean vehicles in California. CET leads a ~$0.5B portfolio of transportation electrification (TE) programs to increase the adoption of clean vehicles in California as we work to address one of the largest contributors to climate change – and we need a motivated, organized strategic thinker to help us determine how to expand this portfolio. We serve PG&E’s customers by deploying electric vehicle programs to increase access to charging infrastructure, reduce total cost of electric vehicle ownership, educating our customers and pursuing innovative R&D on the future of transportation electrification, focused on vehicle-grid-integration.

Position Summary

The CET team is looking for a highly skilled Program Manager to lead our Affordable Public Charging Program which aims to provide subsidized public EV charging through preloaded debit cards to income-qualified EV customers. The successful candidate will play a pivotal role in increasing EV charging across PG&E’s services area. This will require an ability to track and manage all budget and regulatory requirements, provide direct support to customers, and creatively problem solve. It will also require collaboration with other internal teams and engaging with external parties, like investor-owned utilities (IOUs).

 

Specific areas of responsibility for this role will include:

  • Finalizing program design, launching the program and handling all details of implementation.
  • Overseeing the day-to-day implementation of the program including the technical elements, regulatory requirements, customer and external stakeholder engagement, budget monitoring, and metrics reporting.
  • Responsible for driving best practices/efficiencies related to delivering on program goals.
  • Managing contracts to confirm goals are met and the program stays within budget.

 

In addition to program management, specific areas of regulatory compliance include reporting to the California Public Utilities Commission (CPUC) or the California Air Resources Board (CARB.)

 

The successful candidate will have a strong background in program, product and/or project management with experience operating in a regulated environment under the jurisdiction of the CPUC or CARB, identifying and collaborating with key internal and external stakeholders to formulate ideas, develop well-reasoned solutions, and resolve issues will be essential to the position. The candidate will have excellent critical thinking, analytical, and communication skills while demonstrating knowledge of and attention to details. Experience with transportation electrification, electric vehicles, EVSE installation and construction projects is highly recommended.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The preferred work location is Oakland, CA. The assigned work location will be within the PG&E Service Territory.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors.​ This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.  

 

A reasonable salary range is:

 

Bay Area Minimum: $122,000

Bay Area Maximum: $194,000

 

 

Job Responsibilities

  • Applies broad expertise and advanced knowledge of Program Management skills to implement and administer the operation of PG&E’s Affordable Public Charging Program
  • Works collaboratively with internal team members to meet program goals and equity compliance targets while prioritizing a successful end-to-end customer experience
  • Manages relationships with external stakeholders and Community Based Organizations (CBOs)
  • Partners with Regulatory and Compliance staff to ensure compliance with all regulatory requirements and support regulatory activities by supplying information for filings, data requests, and meeting with regulators
  • Oversees program data and develops lessons learned to share with key stakeholders
  • Represents the company externally at local events, trade shows, and industry panels
  • May require travel time

 

Qualifications

Minimum Qualifications:

  • Bachelor’s degree or equivalent
  • 8 years of related work experience

 

Desired Qualifications:

  • Advanced knowledge of Program Management
  • Excellent communication skills are required – i.e. the ability to communicate clearly, concisely, and effectively both orally and in written documents
  • Interest, willingness, and aptitude to learn new subjects related to Transportation Electrification
  • Strong analytic skills and the ability to solve complex problems
  • Demonstrated experience improving processes
  • Sound understanding of administering rebate and incentive programs
  • Proven track record for developing and maintaining program budgets, long-term forecasts, and performing day-to-day tasks, like approving vendor invoices and managing ongoing accruals
  • Experience implementing CARB Low Carbon Fuel Standard (LCFS) regulations
  • Detail oriented with excellent organization, prioritization, and time management skills
  • Experience in a regulated environment
