Department Overview
The Utility Partnerships and Innovation (UP&I) Leadership team is focused on the creation of transformative, scalable solutions to interlocking utility challenges through the development of third-party partnerships and the deployment of new technology and solutions that directly accelerates PG&E’s long-term strategy.
The Demand Response Operations & Programs team within UP&I develops, manages, and operates PG&E’s 400-megawatt demand response (DR) program portfolio, which is utilized during periods of strain on the electric grid or during periods of high prices. The DR team works closely with other UP&I departments involved in load management policies and programs, with PG&E’s Energy Policy and Procurement department, and with PG&E’s Business Energy Solutions and Customer Operations teams.
Position Summary
The Base Interruptible Program (BIP) has an annual budget of approximately $25 million to incentivize non-residential customers for standing by 24/7 throughout the year to support PG&E and CAISO system reliability by reducing load with 15- or 30-minutes notice. Participants can enroll directly with PG&E or through a third-party aggregator.
The Program Manager, Expert will be responsible for all facets of administering the Base Interruptible Program (BIP) including policy and strategy, enrollment, performance, and management of internal and external partnerships. The Program Manager, Expert will collaborate with other program managers on interdependencies between programs, and with the Demand Response Operations team to ensure that customer issues are quickly resolved.
This position is hybrid, working from your remote office and your assigned work location based on business need. The work location is Oakland, CA.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $122,000.00
Bay Area Maximum: $194,000.00
Job Responsibilities
- Collaborate with Demand Response and Load Management Strategy & Policy teams to ensure that program tariffs accurately reflect regulatory commitments (e.g. integration of demand response into the CAISO wholesale market, Prohibited Resources policy) and company goals
- Translate changes in regulatory policy into corresponding changes in program tariffs, and ensure the programs are administered in compliance with regulatory guidelines
- Develop a marketing strategy for BIP, and collaborate with Business Energy Solutions to design, deploy, and evaluate customer outreach campaigns.
- Develop and articulate requirements that will drive processes and IT solutions that enable excellent customer experience with DR ecosystem
- Manage relationships with Third-party Aggregators by providing:
- Program/system training and support to Third-party Aggregators
- Effective and timely communications with Third Party Aggregators
- Assistance with issues related to monthly incentive payments, monthly notification testing, event results/reports
- End-of-season evaluation to help identify opportunities for improvement
- Opportunities to provide feedback on how the programs can be improved
- Ensure timely payment of monthly incentive invoices, and own all financial reporting and forecasting processes
- Understand the cost effectiveness protocols that are used to measure the value of BIP, and establish a continuous improvement effort focused on increasing the value of the program to customers and PG&E
- Assist internal departments (e.g. Regulatory Affairs, Energy Procurement, Legal, DR Measurement and Evaluation, etc.) in timely completion of program evaluations, CPUC filings, data requests, testimony preparation, program operational modifications, tariff updates, and legal contract/form updates
- Maintain program documentation, forms, and websites
Qualifications
Minimum:
- Bachelor's degree or related equivalent work experience
- 8 years of relevant work experience
Desired:
- Bachelor's degree in business-related field, marketing, math, finance, economics, accounting, engineering, or related equivalent work experience
- Relevant work experience such as customer relationship management, program management, product management, and/or strategic planning
- Excellent analytical and presentation skills
- Excellent verbal and written communication skills, interacting with all levels of the organization with ease. This includes but is not limited to their team, peer network, senior executives, and technical resources
- Excellent stakeholder management skills and ability to build and maintain effective working relationships across departments
- Strong ability to lead initiatives from concept to completion
- 2-3 years of experience in customer sales, relationship management, program management or product management at a utility or energy company
- Ability to communicate findings and recommendations to various levels of management.
- Ability to effectively manage multiple projects with demanding time constraints
- Ability to work within a Regulatory environment
- Experience with budgeting, forecasting, and financial reporting
- Relevant industry or functional experience and a proven track record of:
- managing relationships with large business-to-business customers
