Position Summary

 

The Director of Compliance Excellence serves as a strategic partner to the full electric organization, including engineering and operations, to drive a strong compliance posture and build trust with regulators. Recognized as an expert in electric compliance throughout the organization, the Director of Compliance Excellence oversees the design of the compliance programs and development of compliance controls in business processes. The Director of Compliance Excellence works across functions, including legal, regulatory, engineering, and operations teams, to ensure that PG&E standards, policies, processes and guidelines address compliance requirements while aligning with overall business objectives. The Director also interacts with the regulatory agencies, ensures responsiveness to regulators in their requests, and supports external audits in a manner that helps PG&E drive down compliance risks and develop trust with regulators. Strong communicator and leader, the Director of Compliance Excellence is able to build credibility and trust with internal and external stakeholder.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

 

 

Reporting Relationship

 

The Director, Compliance Excellence will report into the Senior Director, Electric Risk & Compliance.

 

 

Job Responsibilities

 

  • Influences senior leadership regarding strategies for embedding compliance into standards, processes, policies, guidelines, and implementing compliance controls.
  • Leads the development of compliance processes and standards. Serves as a strategic partner to the business on compliance topics. Improves decision-making through data-driven insights within the team and in the team’s work with internal business partners. Models leading practices and leads others in adoption of regulatory data and reporting leading practices.
  • Effectively communicates on the topic of compliance and champions electric compliance topic within PG&E.
  • Demonstrates in depth understanding of regulations pertaining to electric transmission, distribution, and substation engineering and operations.
  • Establishes and manages streamlined compliance processes to reduce the risk of regulatory penalties. Collaborates across Compliance teams to forecast and adapt to regulatory changes proactively.
  • Proactively identifies compliance risks and recommends improvements to compliance controls.
  • Ensures compliance governance is embedded within PG&E’s operational framework. Establishes an escalation process for legal and regulatory compliance issues and provides strategic direction for risk management related to compliance and quality at the intersection of business leaders and regulatory requirements. Coordinates intake and agency reporting and data response, ensuring seamless, high-quality communication with regulatory bodies.
  • Facilitate communication with the regulatory agencies, ensuring clear and timely provision of data and information.
  • Serves as a subject matter expert in regulatory and compliance hearings, representing the company’s position and ensuring alignment with legal and policy frameworks.
  • Coaches and develops staff in the Director of Compliance Excellence group to ensure extensive expertise in applicable regulatory requirements including CPUC, NERC and FERC regulations.
  • Coaches and develops staff in the Director of Compliance Excellence group to ensure thorough understanding of PG&E electric operations.
  • Partners with Compliance Insights and Compliance Assurance Directors to develop strategies for compliance assessment and mitigation across full electric organization.
  • Provides compliance program related execution and oversight, for strategic efforts including for operations, system safety program enhancements, ensuring regulatory compliance with state and federal rules and hazard mitigation requirements. May deal with escalated, highly sensitive issues and interface with federal, state, city, or county governments.
  • Develops and manages a large annual operating expense budget. Analyzes department needs, plans, forecasts, and presents budget proposals to senior leadership. Regularly manages expenses vs. budget and addresses variances.
  • Focuses on leading others in compliance, excellence in regulatory submissions and requirements and maintaining internal policies, procedures, governance, and training staff.
  • Leads staff to accomplish results through effective recruitment and selection, training and development, performance management, change management, and rewards and recognition. Approximately up to 6 direct reports.

Compensation

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle of the range ($235,000), the decision will be made on a case-by-case basis related to these factors.​

 

 

A reasonable salary range is:

 

Bay Area Minimum: $174,000

Bay Area Maximum: $296,000

 

 

 

Background Qualifications

 

Minimum

  • Bachelor of Science, with a preference for Engineering or a related technical field; or Bachelor of Arts, with a preference for Economics, Public Policy or a related discipline; or equivalent experience.
  • Minimum of 10 years of relevant experience.

 

Desired

  • Master’s Degree in Engineering
  • Juris Doctorate
  • Minimum of 5 years of experience with regulated utilities in North America.
  • Thorough understanding of electric system operations and knowledge of electric regulatory requirements, state and federal, such as NERC (North American Electric Reliability Corporation), FERC (Federal Energy Regulatory Commission), CPUC (California Public Utilities Commission) guidelines and other relevant compliance requirements.
  • Understanding of compliance management and safety concepts, methods and practices. Strong ability to translate compliance requirements into operational processes.
  • Excellent written and verbal communication skills with the ability to translate complex data finding into actionable insights for non-technical stakeholders.
  • Ability to lead and manage work collaboratively within cross-functional teams including compliance experts, engineers, and IT professionals.
  • Strong ability to analyze complex information to identify trends, correlations, and insights that ensure compliance and improve operational efficiency.
  • Proven track record of successful engagement with regulatory bodies.
  • Change management knowledge and skill in addition to ability to take initiative and drive results. Strong results-orientated principles.
  • Experience leading external compliance audits and regulatory reviews.
