Department Overview


The Electric Operations Transmission Right of Way (ROW) Risk Reduction Strategy team establishes a programmatic approach to reduce the existing encroachment backlog by 95%+ and stand up a sustainable, end-to-end process for ongoing identification, validation, and resolution of easement encroachments.​

Position Summary

The Business Systems Specialist, Principal is responsible for leading complex business transformation, process improvement, and portfolio, project, or program management engagements from initiation through successful completion. This role serves as the primary engagement lead, managing the full engagement lifecycle, meeting with key stakeholders, aligning business objectives, and ensuring outcomes are delivered with quality, transparency, and measurable value.

 

This is a high‑impact, highly visible role requiring strong judgment, executive presence, and the ability to operate across Electric Operations, Land, Legal, Regulatory, Finance, Work & Resource Management, and external stakeholders.

This position is hybrid, working from a remote office and assigned location based on business need. Travel is estimated at 2–4 days per month across Dublin, San Ramon, Concord, and other locations within PG&E’s service territory.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

Bay Area Minimum: $136,000

Bay Area Mid:$184,000
Bay Maximum: $232,000

 

California Minimum:$129,000

California Mid:$175,000

California Maximum:$220,000

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

 

 

Job Responsibilities

 

Business Analysis, Risk Insights & Prioritization

  • Lead stakeholder discovery, requirements gathering, and business analysis to support the ROW Risk Reduction Strategy and align work with safety, wildfire mitigation, reliability, and regulatory objectives.
  • Develop and maintain risk-informed prioritization inputs, decision criteria, and analytical frameworks that help sequence encroachment resolution based on safety exposure, system criticality, regulatory risk, cost, and complexity.
  • Translate business needs, operational constraints, and stakeholder feedback into clear requirements, recommendations, and implementation-ready deliverables.

Process Mapping & Lifecycle Analysis

  • Document current-state and future-state workflows across the encroachment lifecycle, including identification, validation, notification, enforcement, abatement, closeout, and steady-state monitoring.
  • Identify process gaps, handoff issues, data needs, control weaknesses, and opportunities to improve consistency, cycle time, accountability, and long-term sustainability.
  • Develop process maps, decision trees, business rules, standards, and job aids that support consistent application of resolution pathways across regions and encroachment types.

Business Case, Cost & Resource Analysis

  • Support business case development, cost analysis, forecasting inputs, funding requests, and scenario evaluations for backlog remediation and steady-state encroachment management.
  • Analyze resolution options, resource needs, dependencies, and tradeoffs to inform practical recommendations for leaders and cross-functional decision-makers.
  • Monitor portfolio data, productivity indicators, unit costs, and variance drivers; prepare clear analysis and explanations to support planning and executive reporting.

Governance, Metrics & Reporting Requirements

  • Support development of the governance model by documenting roles, responsibilities, escalation paths, controls, decision rights, and operating rhythms.
  • Partner with stakeholders to define KPIs, dashboard requirements, reporting standards, and data quality expectations for risk reduction, throughput, cost exposure, and cycle time.
  • Prepare executive-ready materials, issue summaries, decision papers, and recommendations that clearly frame business impacts, options, tradeoffs, and next steps.

Stakeholder Engagement & Change Enablement

  • Serve as the engagement lead for assigned workstreams, facilitating meetings, workshops, interviews, and working sessions with business leaders, SMEs, field teams, and partner organizations.
  • Build alignment across cross-functional stakeholders by clarifying objectives, documenting decisions, tracking actions, and resolving or escalating issues that affect engagement success.
  • Support adoption of standardized processes, tools, and policies through communications, training materials, stakeholder readiness planning, and change enablement activities.

Stakeholder, Regulatory & External Coordination

  • Coordinate with Regulatory, Legal, Land, Public Affairs, and operational teams to gather requirements, document constraints, and support engagement related to easement enforcement and compliance.
  • Prepare briefing materials, talking points, stakeholder summaries, and issue analyses that balance safety obligations, operational feasibility, customer impacts, and community considerations.
  • Support pilots, partnerships, and improvement initiatives by defining business needs, success measures, process requirements, and implementation considerations.

Operational Readiness & Field Process Integration

  • Coordinate with field and operational teams to validate current conditions, confirm process assumptions, and incorporate field input into requirements, workflows, and decision frameworks.
  • Support integration of validated workflows into patrol, inspection, compliance, and reporting processes to improve long-term consistency, accountability, and sustainability.

 

 

Qualifications

Minimum:

 

  • Bachelor’s degree in a related discipline required;
  • Minimum of 10 years of experience in a client-oriented business consulting or professional services role, specifically related to business transformation or portfolio, project, or program management consulting.
  • Proven experience and success in business development, process mapping, standards development, and process gap identification.
  • Demonstrated experience with process re-engineering, introducing and implementing efficiencies, resource management, and managing complex projects and programs through successful completion.
  • Excellent communication and presentation skills, with the ability to engage key stakeholders and support successful engagement outcomes.

 

Desired:

 

  • Master’s degree  in related discipline
  • Experience with electric utilities, transmission systems, land rights, or easement management.
  • PMP certification strongly preferred.
  • Strong understanding of risk‑based prioritization in safety‑ or reliability‑critical environments.
  • Proven ability to influence and align senior leaders and cross‑functional stakeholders.
  • Experience working with regulatory, governmental, or community organizations.
  • Demonstrated success standing up enterprise‑scale processes where none previously existed.
