Department Overview

 

EO Operational Excellence Operations Strategy (OE OS) oversees regulatory compliance, governance, strategic planning, learning strategy, performance reporting, multi-year planning, industry benchmarking, workforce strategy and development, and communications. Ensures that all programs are managed in accordance with applicable regulatory requirements, filings, and tariffs and follow established guiding principles/best practices.

 

Coaches teams to identify gaps in work methods, procedures, processes, or training and partners with stakeholders to recommend solutions. Develops policies and relevant governance, processes, infrastructure, documentation, and tools to support the program. Aids in defining and implementing strategies to improve the customer experience across Electric Operations.

 

Position Summary

 

The Principal Program Manager for the External Analytics and Communications team analyzes customer feedback across a variety of input methods and systems, including both direct (customer verbatims) and indirect (surveys across a variety of business operations), for actionable trends and internal / external improvement opportunities. The role will work cross-functionally with many Customer and Field teams to prioritize and refine those opportunities and collaborate to implement pilot initiatives and / or updated processes and procedures. The position will help drive and track internal and external training initiatives to ensure we deliver the improvements to our customers.

 

Location is flexible within the PG&E Service Territory, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need.

 

Position will require approximately 25% of travel time in work schedule.

 

This position is hybrid. You will work from your remote office and your assigned location based on business needs. The headquarters location is flexible within the PG&E service territory.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:​

Bay Area Minimum:$144,000

Bay Area Maximum: $244,000

 

OR

 

California Minimum:$137,000

California Maximum: $232,000

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

 

 

Job Responsibilities:

  • Applies depth and breadth of knowledge of Program Management to the most unique and complex problems. Works autonomously. Anticipates issues and develops innovative solutions. Demonstrates program leadership with internal & external stakeholders to support company goals. May design and develop new, complex programs.
  • Recognized subject matter expert and leader who may represent PG&E to external agencies on sensitive or complex issues. Partners with Government Relations or other partner organizations in developing messaging and strategy.
  • May manage major cross-functional projects and initiatives. May lead initiatives that impact utility or industry developments.
  • Manages all aspects of programs that are cross-functional, complex, of broad scope, and have a significant financial or political impact on the line of business. Leads development of an overall strategy to achieve program goals.
  • Partners with the Manager/Director to determine the most appropriate and effective program performance metrics. Develops content and format for reports and dashboards. Prepares and presents regular updates to senior management, addressing issues and gaining buy-in on solutions.
  • Develops both annual and long-term program work plan forecasts and budgets. Regularly monitors costs vs. budget, presents status, and prepares and proposes solutions to address variances.
  • Negotiates and sets productivity and unit cost targets.  Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develop a business case for budget and additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
  • Partners with Work Planning/Resource Management teams to plan and forecast short and long-term work to be completed as part of the program. Monitors and ensures closure/completion of projects and other program work orders. Ensures effective work scheduling and resources will be available to meet the work plan. Develops creative solutions to address resource issues.
  • Leads peers and partner organizations to develop and implement new and improved processes, procedures, policies, controls, and best practices to improve customer satisfaction, efficiency, regulatory compliance, and reduce costs.
  • May work with other project or program managers or peers in different departments or regions to reschedule work, reallocate funds, and explore creative solutions to achieve financial and productivity goals.
  • Leads benchmarking efforts/projects in the industry to share information and seek best practices in electric program management. Develops recommendations for PG&E, develops proposals/business cases, and presents to senior management. Gains buy-in and lead implementation.
  • Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. Supports the GRC witness with testimony development by providing data and requesting support for the response.
  • Develop communication and training plans. Ensures the target audience is fully educated and adheres to program policies, processes, and procedures. Ensures regulatory compliance with the program.
  • May manage the process of awarding some program work to outside contractors. Manages RFP process. Partners with the Contract Management department on contract terms, scope, cost, and negotiations.
  • May act as a business owner for specialized systems or tools used as part of the project work in the program. Works with IT and tool vendors to define user needs and implement enhancements/updates.
  • Develops or provides significant input to PG&E leadership and other utilities with similar programs.
  • Coaches and mentors less experienced employees.

 

Qualifications-

Minimum:

  • Bachelor’s degree or equivalent experience
  • 10 years of total related experience

Desired:

  • PMP Certification
  • High-level familiarity with and experience implementing Lean practices
  • Expertise in communication, interpersonal/collaboration influence negotiation and process management.
  • Analytical and creative problem-solving and strategic decision-making ability.
  • Broad knowledge of project management, process improvement best practices, concepts, methods, and techniques.
  • Experience in electric utility maintenance and construction
  • In-depth knowledge of electric utility processes, regulatory requirements, critical success factors, goals, and initiatives.
  • Highly skilled at leading project teams.
  • Advanced financial management & budgeting skills and business acumen
  • High-level organizational skills and ability to multi-task.
  • Advanced skills in Microsoft Office tools.
  • Advanced presentation skills to effectively convey complex issues to internal and external parties of various levels.
  • May need knowledge of various enterprise resource planning (ERP) system modules
