Department Overview

Hydro Support is part of the Land Management (LM) organization, which is responsible for the oversight and management of PG&E Hydro land assets, including fee properties, easements, permits, licenses, and other land entitlements. The Hydro Land Team supports PG&E’s hydroelectric system by managing land rights, permissions, encroachments, and property-related matters associated with reservoirs, dams, powerhouses, canals, flumes, access roads, recreation areas, and other hydro facilities across PG&E’s service territory.

Position Summary

This job is represented by Engineers and Scientists of California (ESC) and is subject to collective bargaining.

Under the supervision of an exempt supervisor, you will be responsible for land-related matters.  This group provides the following services to our clients:

The Hydro Land Agent provides land rights research, property management, permitting, encroachment review, and stakeholder coordination for hydroelectric facilities and associated lands. Responsibilities include reviewing title and land rights, supporting access needs, preparing or coordinating permits and agreements, evaluating proposed third-party uses of PG&E hydro lands, addressing unauthorized uses or encroachments, and coordinating land support for hydro maintenance, inspections, construction, vegetation work, recreation, and regulatory obligations.

This position is hybrid, working from your remote office and your assigned work location based on business need. 

PG&E is providing the hourly rate range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual hourly rate paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreement, and internal equity. 

Under the terms of the collective bargaining agreement, the starting hourly rate for this position is $73.05, subject to collectively bargained wage increases.
 

Job Responsibilities

• Research, interpret, and communicate PG&E’s land rights for hydroelectric facilities, including reservoirs, dams, powerhouses, canals, flumes, penstocks, access roads, recreation areas, and related infrastructure.
• Coordinate with internal clients and external parties to obtain, document, or clarify rights needed for hydro operations, maintenance, inspections, construction, vegetation management, environmental work, access, and regulatory compliance.
• Review requests for third-party use of PG&E hydro lands, easements, and fee property, including proposed encroachments, access requests, recreational uses, utility crossings, road use, and temporary work areas.
• Prepare or coordinate documents necessary for easements, permits, licenses, leases, quitclaims, consents, access agreements, and other land-related instruments supporting hydro facilities and adjoining properties.
• Identify, document, and support resolution of unauthorized uses, encroachments, access issues, and property management concerns on or affecting PG&E hydro lands.
• Gather land records, maps, title information, field information, and project documentation to support business partner decisions, land rights determinations, and timely completion of hydro-related work.

Qualifications

Minimum

• Four years of college in a technical or liberal arts curriculum or the equivalent in education and/or experience
• A minimum of one year as a Senior Land Technician and must have demonstrated the ability to perform such work as evidenced by the quality and quantity of the work product 

Desired

• Experience researching, interpreting, and communicating land rights, easements, permits, licenses, leases, deeds, maps, title documents, and other land records.
• Knowledge of or experience supporting hydroelectric, utility, natural resource, recreation, environmental, or field operations work.
• Ability to coordinate effectively with internal business partners, external landowners, public agencies, contractors, and other stakeholders on land-related matters.
• Proficient in Microsoft Office Suite and comfortable using land records, mapping, document management, work management, or project tracking tools.
• Utility industry experience, preferably involving hydroelectric generation, land management, property management, right-of-way, permitting, or field support.
• Ability to work independently in a hybrid environment and collaboratively with cross-functional teams in office and field settings.
• Strong oral and written communication skills, including the ability to explain land rights, access needs, and property requirements to technical and non-technical audiences.
• Demonstrated organizational skills, attention to detail, and ability to manage multiple land matters, deadlines, and stakeholder requests.
