Department Overview

 

Power Generation operates and maintains PG&E's hydroelectric, fossil, solar generation and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our nearly 1000 coworkers are dedicated to delivering safe, reliable and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 61 conventional hydro powerhouses, a pumped-storage facility, 94 reservoirs, 164 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as PG&E’s successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County.

 

Position Summary

 

Flexible Location throughout service territory. This position is "hybrid", with the expectation of being in the office 1-4x/week (subject to change due to business needs). 

 

The Program Manager oversees all FERC Part 12D inspections of hydroelectric dams and manages the overall program across multiple hydro operations areas. This role is accountable for planning, coordination, and execution of the Part 12 process from initiation to completion.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:​

Bay Area Minimum: $​129,000

Bay Area Maximum: $​207,000

&/OR​

California Minimum: $​123,000

California Maximum: $197,000

 

Manage aspects of program implementation and operations.  Ensures program is operating effectively.  Responsibilities typically include some or most of the following in support of Program Management to ensure attainment of program metrics/objectives.

  • Managing relationship with and providing direction to vendor(s).
  • Developing and monitoring budgets and forecasts.
  • Developing, measuring, and reporting on success of the program.
  • Identifying and maintaining strong working relationships with all strategic programs and partners.
  • Partnering with Regulatory and Compliance staff to ensure compliance with all regulatory requirements and support regulatory activities by supplying information for filings, data requests, and meeting with regulators.
  • Identifying stakeholders and communicate within and outside of PG&E.
  • Developing and/or implementing policies and procedures.
  • Identifying new partners, technologies, and delivery channels.

 

Travel may be required.

 

Responsibilities

  • Applies broad expertise and advanced knowledge to wide-ranging issues.
  • May act as a team lead and provide direction to less experienced employees.
  • Works with Directors and Managers across functions to influence decisions.
  • Communicate complex ideas to diverse audiences using a variety of media.
  • Integrates industry knowledge related to data into everyday business practices and decision making. 
  • Provides others with guidance around complex industry regulatory and compliance environment and considerations.
  • Creates new and complex data models to facilitate business decisions.
  • Provides direction on overall program.
  • Performs in-depth quality assurance final reviews and contract drafts.
  • Develops new or revises existing scopes of work to ensure compliance standards and deliverables are established.
  • Serve as the main point of contact for FERC, Independent Consultants (IC), Dam Safety, and O&M throughout the Part 12 inspection process.
  • Establish and lead regular meetings (biweekly/monthly) with Dam Safety and watershed teams. 
  • Develop and manage near-term and long-term project schedules, including FERC milestones and deliverables, e.g. Inspection Plans, Pre-Inspection Preparation Reports, Comprehensive Assessment or Periodic Inspection reports, Recommendation Plans, and Initial and Second Coordination Calls.
  • Tracks and manages progress of deliverables ensuring timely submission of key documents.
  • Facilitates all inspection project communications with stakeholders.
  • Manages SAP work as assigned.
  • Coordinates delivery of supporting documents and analyses for the Potential Failure Mode Analysis (PFMA) and Level 2 Risk Assessment (L2RA) workshops.
  • Coordinates and tracks the transfer of project documents to the IC.
  • Coordinate with Dam Safety Engineers and Deputy Chiefs on scope, schedule, and consultant solicitations.
  • Solicit, review, and select proposals for Comprehensive Assessment and Periodic Inspection contracts.
  • Initiates, executes, and manages consultant Part 12 contracts as the Work Supervisor.
  • Facilitates all necessary correspondence with the consultants.
  • Oversee project budgets, cash flow forecasts, and spending. Reviews and approves consultant invoicing.
  • Validates accruals and goods receipts.
  • Coordinate and arrange meeting and inspection logistics, transportation, training, housekeeping, conference room location, food, and safety measures for site inspections and workshops (PFMA/L2RA).
  • Coordinate internal meetings including pre-inspection meetings with O&M, the IC team, Dam Safety, and Asset Engineering watershed teams. Facilitates project check-ins, and recommendation disposition meetings with stakeholders.
  • Attends field inspection and workshop activities as necessary.
  • Schedules and facilitates CA Review Meeting and submits agenda to FERC.
  • Holds meetings with stakeholders including Dam Safety, Asset Engineering, License Compliance, Project Execution, to review recommendations and coordinate PG&E's response to recommendations in Part 12 inspection reports.
  • Manages and tracks development of initial plans and schedules for Part 12 inspection reports.
  • Reports annual recommendation status to FERC.

 

 

Qualifications

Minimum Qualifications:

  • Bachelor degree or equivalent experience in business
  • 8 years of related experience or equivalent
