Summary:

The work group is responsible for managing Transmission Line and Substation Project Portfolio and program work in Transmission Operations.

The position location is flexible and is responsible for managing the Transmission Line Capital and Expense Portfolio.  The T&S capital project portfolio is about $1.6 billion annually and the annual expense budget is approximately $200 million.  This position will report to the Manager of Transmission Line and Substation Portfolio Management in Transmission Operations. The successful candidate will be responsible for all Transmission Line project portfolio management activities including but not limited to safety, forecasting, portfolio resource management, work attainment tracking and key unit targets. The successful candidate will work closely with the Transmission line equivalent of this position and will routinely interface with Transmission Operations Senior Leadership. The successful candidate must be forward thinking and able to manage and create change effectively.

 

Responsibilities: Provide oversight, governance, communication training and reporting for the Transmission Line Capital and Expense work portfolio.  This includes management and portfolio oversight of electric maintenance, construction, capacity and reliability capital projects. Monitors costs, safety, quality, schedule, scope and client/customer satisfaction and works closely with both Project Management Managers and Supervisors to track and manage work execution from a portfolio perspective.

  • Work with Project Management Leadership to ensure compliance with Enterprise Project Management Standards
  • Recognized subject matter expert in Substation or Transmissions Line project, program and/or and portfolio management.
  • Seeks process improvement opportunities to reduce duplication of effort and improve work quality.  Take actions to improve how Transmission Line work portfolio is managed.
  • Responsible for utilizing other departments and teams to meet overall portfolio goals.  Works closely with Electric Business operations to report progression of Transmission Line portfolio work plan.
  • Works cross-functionally with peers and leaders across Electric Operations to promote teamwork, streamline processes and improve efficiency.
  • Effectively manages the capital project portfolio, works with peers to develop and implement industry-leading project control policies, practices and procedures to ensure high-level quality and transparency in communications.
  • Leads development of tools and processes to continuously improve management and financial performance.
  • Regularly presents to leaders and stakeholders on project portfolio performance, variance analysis and cost and risk management information.
  • Develops and delivers recommendations to improve processes, schedules and/or cost performance of the T&S project. portfolio
  • Continuously strives to move the department toward a more mature project management model to improve effectiveness.
  • Manage Line of Business input and coordination to support FERC and CPUC Rate Case filings
  • May participate as a member of the Incident Command structure during times of significant events, such as storms, earth quakes, PSPS events, etc.

 

Qualifications

Minimum:

A Bachelor's Degree in Engineering, Business, Finance or equivalent combination of education, experience, and training.

8+ years of total related experience in project management experience with a minimum of 3+ years project, program or portfolio management of electric utility projects

 

Desired:

  • Project Management Professional (PMP) certification through the Project Management Institute (PMI).
  • Certified Cost Professional through the Association for the Advancement of Cost Engineering (AACE)
  • Project and Scheduling Professional through the Association for the Advancement of Cost Engineering (AACE)
  • Earned Value Professional through the Association for the Advancement of Cost Engineering (AACE)
