Position Summary

Seeking a Gas Program Manager to collaborate with the Facility Integrity Management Program (FIMP) team members, Business Finance, Capital Accounting, Project Execution, other Program Managers and Program Specialists to achieve strategic objectives and coordinate projects and manage expense programs. This may include integrated planning and forecasting across multiple years, tracking performance and risk management activities, across programs to achieve strategic and business objectives. This position will also provide project services for FIMP managed projects, including project initiation, monitoring and controlling, facilitation, coordination, documentation, and closure of work.

 

The position will also plan and manage expense portfolios, on behalf of FIMP Asset Program Managers. This includes oversite of project performance, facilitation and execution of balancing the portfolio on an ongoing basis, consulting the Asset Program Owners (APO’s), and acting as a liaison on behalf of APOs.

Qualifications

Minimum Requirements:

  • Bachelor’s Degree or equivalent experience
  • 3 years of job related experience

 

Desired:

  • Professional Program Management (PMP) certification
  • Bachelor’s degree in Engineering
  • Project or program management experience
  • Experience in Gas utility maintenance and construction
  • 3 years of engineering experience

Responsibilities

  • Assists with and integrates the annual S1/S2 investment planning processes for FIMP to improve safety, reliability and affordability of assigned program assets including:
  • Preparation of inputs and recommendations for APO ranking/prioritization
  • Collaboration with Investment Planning and the Project Execution organization on projects to rebalance programs based on execution constraints
  • Reviews work requests to confirm scope and schedule are complete and accurate; includes: new, emergency, emergent, and in-flight work
  • Assist APO with tracking and reporting project information, and providing recommendations
  • Manages allocation of expense programs, to ensure those programs remain within budget
  • Supports the assigned programs analyzing costs and makes recommendations on cost reduction initiatives based on data on an on-going basis, with expectation to report out monthly
  • Act as liaison on behalf of the Engineers and APOs to resolve project issues, including: emergent/emergency items, Program/Workstream Specialist requests, Project Execution, maintenance organization, Business Finance and other stakeholders
  • Work with Engineers to initiate project: develop scope of work, gather proper documentation, obtain required approval and submit for funding
  • Provide project services support for FIMP-managed work and supports processes including initiation, coordination, execution and closing
  • Generates and manages forecasts, to align with scope and schedule, in support of planning and monitoring assigned at the project level
  • Track and report multi-year project units for Rate Case Assistant
  • Gathers, compiles and provides data, reports and information for leadership or regulatory requests
  • Collaborates with others to identify, analyze and improve existing business processes within department to meet new goals and objectives
  • Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges
  • Communicates (oral and written) with peers inside and outside of the department, providing information or exchanging data
  • Manage and support FIMP with addressing Corrective Action Program notifications and actions
  • May travel up to 20% for meetings and visits to employees and projects in the field
