Position Summary

The Contract & Supplier Performance Manager (Principal) is a new position in the ET Contract Operations organization.  This position is a key enabler for the implementation of the Contract Lifecycle Management Standard in Electric Transmission.  This position will partner with the supplier, project management organizations, other contract management functions, sourcing and the various lines of business of Electric Transmission to manage the contract lifecycle. The Principal will be responsible for delivering quality contracts with tangible earned value to PG&E internal customers, while maintaining the highest degree of safety for employees, coworkers, service providers and the general public.

 

Qualifications

Minimum:

  • 10 years of experience in the electric industry in a similar role managing contracts for Substation, Transmission Line, or Civil construction projects
  • Bachelor’s Degree or equivalent experience.

 

Desired:

  • Bachelor’s Degree in Engineering, Construction Management or job-related discipline or equivalent experience.
  • Certification such as one of the following or related:
    • Project Management Professional (PMP)
    • Program Management Professional (PgMP)
    • Contract & Commercial Management (CCM)
    • Certified Cost Engineer (CCE) certificate
    • Lean Six Sigma Yellow Belt
  • Experience with quality assurance (QA) and quality control (QC) regarding contract documents.
  • Experience in construction project controls, cost estimating, and scheduling.
  • Experience with process development, review, and continuous improvement.
  • Utility industry experience.
  • Demonstrated understanding of the transmission line and substation construction business.
  • Subject matter expertise with composition, management, administration, and negotiation of contracts and change orders
  • Ability to apply business knowledge, project management methodologies, and best practices.
  • Ability to manage conflict constructively with a win-win resolution in mind.
  • Knowledge of budget and resource allocation and formulation of contracts, bids, agreements, and RFPs.
  • Develops and delivers multi-mode communications that convey a clear understanding of the unique needs of different audiences.
  • Analytical, critical, and technical thinking skills. Making sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.
  • Ability to develop reports, models, and simulations.
  • Prioritizes workload independently, based on department priorities and goals.
  • Advanced proficiency with Microsoft Office applications (Word, Excel, PowerPoint, and Outlook) and contract information systems and applications (e.g. SRM, Ariba, SAP, scheduling software).
  • Knowledge of contract processes and procedures and relevant contracts and licensing - for  example ESC, IBEW, tort, contract law – as needed to perform at the job level.
  • Understanding of PG&E Contractor Safety Program, ISNetworld and Gold Shovel.
  • In-depth understanding of PG&E’s business as well as the customer’s business.
  • Possess and demonstrate a full working knowledge of contract negotiations and contract management.
  • Knowledge and understanding of federal, state, regulatory, and local laws, ordinances, regulations, agencies, and issues impacting (past, present, and future) electric operations within the utility industry.
  • Prioritizes workload independently based on department priorities and goals.
  • Demonstrated ability to work and interact with diverse groups of people (internal and external), ability to gather and assimilate information from large groups of people, and ability to communicate effectively and professionally with people.
  • Leadership, organizational, and interpersonal skills
  • Proficiency with information systems and applications (e.g. SRM, Ariba, SAP, scheduling software).  Knowledge of Microsoft Office Products - for example Excel, Word, PowerPoint, Access - as needed to perform at the job level.

 

Responsibilities

Provides contract oversight throughout the contract lifecycle:

  • Leads the most complex cross-functional projects and contracts
  • Advises senior leadership (internal and external) on contracting strategy and negotiations.
  • Negotiates the most complex contract issues independently.
  • Leads the effort to identify, analyze, improve existing business processes, or create new ones within the department to meet new goals and objectives.
  • Works closely with key stakeholders such as Suppliers, Project Management Director, PMO Director, Engineering Director, and others to ensure business process alignment.
  • Acts as a primary liaison for the contracts team to PG&E’s Legal Department.
  • Provides active guidance, support, mentorship and training to less experienced contract management staff.
  • Develops and delivers contract management training to all stakeholders.
  • Single point of contact for the Enterprise Contract Management Center of Excellence.
  • Collaborates with other PG&E Lines of Business to promote knowledge sharing and use of best practices.
  • Validates contract requests data with Project Management team (work start dates and dollars)
  • Responsible for contract identification in consultation with Project Management, Construction Managers and Contract Field Specialists
  • Responsible for determining contract strategy with Project Team and Strategic Sourcing
  • Responsible for the analysis and determination of contract readiness
  • Ensures assignment of subject matter experts to contract requests
  • Develops and manages Contract Management Performance Plan
  • Performs contract onboarding including contract terms validation, internal mobilization and supplier mobilization
  • Provides contract performance oversight with PM Team
  • Performs earned value analysis as part of contract performance analysis
  • Works with PM Team through contract close-out
  • Participates in Request for Information (RFI) / Potential Change Order (PCO) review process
  • Manages supplier claims and disputes and leverage internal SME to drive successful resolution
  • Provides PM Teams with commercial contract education
  • Regularly conducts contract performance reviews and uses scorecard process
  • Present to audiences of internal customers, stake holders, PG&E Senior Leadership and suppliers.
  • Takes ownership of supplier relationships.
  • Consults on the strategic development of contracts, bids, agreements, and request for proposals (RFPs), working with Contract Specialists and other key stakeholders.
  • Prepares and delivers contract status reporting to stakeholders and senior leadership.
  • Performs analysis of contracts and identifies solutions to mitigate and/or minimize risk.
  • Manages more complex change order terms
  • Participates in developing and deploying complex scorecards to assess contract performance.
  • Creates new and innovative approaches, tools and tactics to solve complex business problems.
  • Leads cross-functional projects or process improvement initiatives.
  • Trains stakeholders on policy and complex contract issues.
  • Provides quality assurance (QA) and quality control (QC) oversight for the contract performance team.
