PG&E's Customer Energy Solutions (CES) Department is a leader in providing Energy Efficiency, Demand Response and Self Generation services to one of the largest customer bases in the nation. For over twenty-five years, we have been offering innovative solutions to help our customers manage their energy consumption. In 2006, we launched a $1 billion-plus commitment to energy management, the largest energy efficiency (EE) and demand response effort of its kind by a U.S. utility company. This effort puts PG&E in the forefront to help California and the nation meet stringent greenhouse gas emissions reduction targets. We are accomplishing all this through administration of a diverse and comprehensive portfolio of innovative customer programs across all market segments.

 

PG&E is in the process of moving to an outsourced portfolio in which EE programs are designed and implemented by third parties. As the Program Administrator overseeing third party-program implementers, it is crucial that PG&E be able to evaluate the programs to understand how they are performing. Central to this effort is PG&E’s EE Evaluation, Measurement and Verification (EM&V) team, which applies research expertise, critical thinking, and data interpretation skills to ensure that program performance can be evaluated, and that evaluations, conducted by independent evaluation firms, are reliable.

 

Position Summary

 

PG&E is seeking an individual to join the EE EM&V team to enable the success of the PG&E’s energy efficiency programs. It is through these programs that PG&E can provide customers with world-class energy management products and services and contribute to the success of California in meeting its aggressive GHG reduction goals.

 

This Senior Analyst position on PG&E’s EE EM&V team will be a great fit for an inquisitive mind who wants to apply evaluation methods, data analytics, and critical thinking in support of successful and cost-effective EE programs.

 

EM&V work is often time-sensitive and involves collaborating with stakeholders including internal program managers and third-party program implementers, regulatory staff, and EM&V counterparts at the California investor-owned utilities (IOUs). Analysts on the team shall demonstrate both analytical and project management skills, as well as strong communication skills, to provide evaluation guidance and to coordinate the creation of data-driven insights for internal and external stakeholders.

 

Qualifications

 

Minimum Qualifications:

 

  • Bachelor's degree in Social Sciences, Economics, Statistics, Mathematics, Business, Public Policy or Physical Sciences (e.g. Engineering, Physics or other related fields) or equivalent related work experience
  • 4 years of related experience (i.e. qualitative/quantitative research, data analysis and interpretation, market research or program evaluation)

 

Desired Qualifications:

 

  • Advanced degree in Social Sciences, Economics, Statistics, Mathematics, Business, Public Policy or Physical Sciences (e.g. Engineering, Physics or other related fields) or equivalent related work experience
  • 5+ years of research methodology or data interpretation experience
  • Experience designing and managing research studies
  • Demonstrated proficiency in research methodologies, applied statistics, and sampling theory
  • Experience with data querying and database tools such as SQL and Teradata
  • Previous Demand Side Management program or program evaluation experience
  • Familiarity with using experimental (i.e. RCT and variations of randomization) and quasi-experimental (i.e. statistical matching such as propensity score matching) methods for the purposes of program evaluation
  • Working knowledge of California's Energy Efficiency regulatory framework and Measurement and Evaluation Protocols
  • Experience preparing or reviewing RFPs and research proposals
  • Ability to collaborate and drive consensus amongst a variety of internal/external customers
  • Strong sense of accountability and a customer-service orientation
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly, concisely, and effectively
  • Intellectual curiosity, strategic thinking, and flexibility in rapidly shifting environments

 

Responsibilities

 

  • Identify and apply appropriate evaluation and analytical methods to reliably evaluate the performance of EE programs
  • Work collaboratively with EE Program Managers (i.e., internal clients) and third-party implementation vendors to facilitate accurate data reporting and reliable program evaluation
  • Assist with the development, management and coordination of program evaluation studies
  • Coordinate the fulfillment of data requests related to CPUC-led and IOU-led studies
  • Analyze program data sets to identify errors or inconsistencies; communicate findings and implications 
  • Work collaboratively with other analysts in the group along with program managers to identify, thoroughly understand and then solve strategic and tactical business and operation questions
  • Build strong working relationships with Program Managers; engage with them to assess their information needs, and design research to meet those needs
  • Maintain current knowledge of sector-relevant research and results, and synthesize the information to share with Program teams
  • Identify opportunities for improvement, and constructively comment on research plans, sampling plans, study materials, draft reports, and other technical documents
  • Work collaboratively and build credibility with CPUC staff, IOU evaluation colleagues, and other stakeholders in the EE evaluation process
  • Effectively communicate research activities and findings to colleagues, CPUC staff, and stakeholders in writing and via phone, group meetings, presentations, and one-on-one meetings
