Department Overview

The Customer Programs Measurement and Evaluation (CP M&E) team sits within Clean Energy Programs, which is part of PG&E’s Customer Energy Solutions organization. CP M&E is a dynamic team of researchers, data analysts, and project managers dedicated to understanding whether our customer programs are performing effectively. Our work improves customer program offerings—helping customers manage their energy bills and improving customer satisfaction—and inform energy procurement decision making. Findings of our program evaluations directly affect long-term planning and, ultimately, utility operations and policy.


Position Summary

The Senior Strategic Analyst will support the evaluation of a range of customer programs, including demand response, distributed generation and time-varying rates.  The position is focused on: (1) managing impact or process evaluations executed by external vendors; (2) supporting forecasts of program enrollment; (3) executing complex analyses of customer data to inform program planning and operations; (4) representing the CPM&E team/PG&E in discussion of evaluation results with regulators and industry groups; and (5) supporting internal clients by providing evaluation expertise.


Job Responsibilities

  • Lead studies to evaluate performance of PG&E’s demand-side management programs and customer experience; manage external consultants to execute the studies
  • Perform statistical analyses of utility customer data to inform program design and/or operations, including supporting the development of PG&E’s demand response enrollment forecast
  • Interface with internal and external stakeholders to understand business and regulatory needs, define the corresponding measurement and evaluation deliverables to meet these needs, and support the integration of research findings into program design and operations
  • Manage contracts with evaluation consultants
  • Communicate measurement and evaluation findings to internal and external stakeholders to support regulatory proceedings



Minimum qualifications

  • Bachelor’s degree in Economics, Statistics, Mathematics, Public Policy, Social Sciences, or a related discipline OR equivalent work experience
  • 4 years related experience (i.e. data analysis and interpretation, research methods, applied statistics/econometrics, forecasting, or program evaluation)


Desired qualifications

  • Proficiency in one or more of the following: SQL, R, Python, Stata or SAS
  • Excellent communication skills. Ability to convey complex or technical information clearly, concisely, and accurately to a wide range of audience
  • Desire to learn and ability to ask the right questions
  • Advanced degree in Economics, Statistics, Mathematics, Public Policy, Social Sciences, or another relevant discipline
  • Demonstrated ability to apply complex statistical methods, engineering or econometric modeling, forecasting, or other quantitative research methods—particularly for projects involving analysis of large data sets. Applicants are welcome, but not required, to include citations to research studies to which they contributed in their applications.
  • Ability to lead and manage projects and project teams; ability to scope and manage third-party consultant contracts
  • Knowledge of utility operations, California demand side management programs and policies
  • Familiarity with Demand Response Impact Evaluation Protocols
  • Experience with impact or market studies of utility demand side management programs or related energy research projects
  • Experience in preparing analytic support for regulatory filings
  • Experience reviewing and commenting on technical reports and regulatory documents
  • Good problem-solving ability with both technical and nontechnical tools
