Department Overview

In Customer Care, we are focused on delivering the desired customer experience for each of our customers. Everything we do starts with the customer and our information about the customer. Within Customer Care, PG&E’s Customer Energy Solutions department (CES) is responsible for designing, implementing and administering customer demand side management programs, including energy efficiency, distributed generation, demand response, and rate programs that help PG&E customers in Northern and Central California manage the energy use of their homes and businesses. PG&E has been a national leader in energy efficiency since 1976 and continues to recruit and develop individuals to carry the CES Department’s legacy of effective energy efficiency programs on into the future.

 

Within Low Income and Disadvantaged Communities department, the Energy Savings Assistance (ESA) Program helps income-qualified residential customers throughout PG&E’s service territory reduce energy consumption and costs while increasing their health, comfort, and safety. Qualified customers receive no-cost home weatherization, energy efficient appliances, and energy education services. Through this state-mandated program, PG&E has helped customers save over $54 million on their energy bills since 1983.

 

Position Summary

The Senior Program Manager (Sr. PM) will be responsible for leading PG&E’s Energy Savings Assistance (ESA) program pilots, water agency leveraging efforts, assisting with the design of the next program iteration and assisting with the transition to the new program once approved by the CPUC.  The successful candidate will be responsible for interpreting and implementing directives per the Low Income Decision and collaborating with other Investor-Owned Utilities (IOUs) to align where appropriate.  The Sr. PM will also be responsible for supporting the ESA/CARE 2021 Application effort, including; recommending program design/changes based on collaboration with Residential Energy Efficiency (EE) regarding multifamily efforts including; on bill financing (OBF), common area measures (CAM), single point of contact (SPOC), and other program efforts as appropriate.

 

This role involves extensive collaboration and relationship building with internal and external parties. The Sr. PM will represent PG&E with other Investor-Owned Utilities (IOUs), regulators, working groups, stakeholders and industry partners.  To ensure a comprehensive and seamless offering to customers, the position will coordinate with Energy Efficiency and other Demand Side Management teams to leverage offerings.  In addition, the role requires effectively interfacing with teams within and out of the CES organization, including the Energy Efficiency, Rates, Marketing, Regulatory, Legal Marketing.

 

The successful candidate will have experience managing energy efficiency programs or similar experience. The successful candidate will have a proven track record of managing programs, working with cross-functional teams, and demonstrating effective communication abilities. The Sr. PM role is expected to operate independently, manage complex initiatives, and accomplish program objectives with minimal coaching. The chosen candidate is also expected to have strong presentation, written, and verbal communication skills, the ability to inform and influence leadership decision making, and the ability to effectively work both in teams and individually.

 

Responsibilities:

  • Manage current ESA pilots (Consumption Driven Weatherization and PCT/TOU pilots) and determine future role in ESA program
  • Manage Water agency leveraging and partnership effort and determine future role in ESA program
  • Benchmarking other state/federal funded low income weatherization programs within and outside of CA
  • Roadmap for design, implementation of new programs as authorized by the CPUC
  • Design/implement future pilots as authorized by CPUC
  • Support 2021 Application, including multifamily common area measures, and multifamily related topics.
  • Drive statewide consistency in projects as appropriate.
  • Managing contracts/vendors for projects, including RFPs, statement of work (SOW), and payments.
  • Interpreting regulatory requests and decisions regarding data requests, pilots, and
  • Work collaboratively with internal and external stakeholders, including regulators, on projects.
  • Identify integration opportunities with PG&E Residential Energy Efficiency and other PG&E programs in support of program design and/or pilots.
  • Identify leveraging opportunities with external weatherization program offerings, and other related programs in support of program design.

 

Qualifications

 

Minimum:

  • Bachelor’s degree or equivalent work experience
  • 6 years of experience in program management, business planning, project management, and/or product management

 

Desired:

  • Master’s degree in Business, Economics, Engineering, Environment, Management, Science or similar area
  • Demonstrated experience in program management, business planning, product development, marketing development, and process implementation
  • Experience with Energy Efficiency, Low Income, or Demand Side Management programs
  • Experience with designing and implementing pilots
  • Knowledge and understanding of residential and/or low-income utility customers
  • Experience with PG&E contracting and vendor management, including, RFPs, SOWs, payments.
  • Experience in writing testimony and/or interpreting regulatory requests and decisions
  • Outstanding analytical skills to develop insights and recommendations to shape program strategy
  • Demonstrated ability to examine a problem from different perspectives without losing sight of the big picture
  • Demonstrated experience improving processes/programs
  • Experience leading cross-functional teams
  • Detail oriented with excellent organization, prioritization, and time management skills
  • Strong written and verbal communications skills with the ability to address issues, educate, influence, and present complex information with ease and clarity to broad set of stakeholders
  • Utility industry or evaluation, measurement or verification experience
  • Interest, willingness, and aptitude to learn new subjects and to become a subject matter expert (SME)
  • Proficiency in Excel, Word, PowerPoint, Tableau
