Department Overview

The Meter to Cash Systems (MTCS) organization is responsible for designing, implementing, and supporting IT systems and interfaces that span the customer lifecycle from metering to billing to payments.  The team works with business and technical stakeholders to obtain the best possible solutions for its clients.

 

Position Summary

The Senior IT Project Manager will lead a cross-functional agile team to design, develop, install, and stabilize new IT functionality.  Generally, projects will be focused on enhancing existing systems and interfaces, but projects can focus on implementing new applications, technical architecture, or infrastructure.  The Senior PM will function as a liaison between IT and the business clients, and act as the go-to person that represents the entire project from initiation through deployment.  This position will be responsible for managing scrum teams using agile principles, as well as overall project management duties.  The Senior Project Manager will use applicable cost and scheduling tools to define and control aspects of the project, including scope, budget, tasks, timeline, resource needs, and other project variables.  This role will be heavily focused on successful delivery of key projects and programs that focus on PG&E’s core billing & payment systems, regulatory rate products, meter data management, and billing operations.  Additionally, the position involves participating in strategic and tactical technology planning to identify new projects & programs that will deliver immediate and long-term business value to PG&E.

 

Qualifications

Minimum:

  • BA/BS in Computer Science, Business, Engineering or equivalent work experience
  • 5 years’ experience managing one or more complex IT product/software development projects or programs
  • 3+ years’ experience as a Scrum Master in an Agile environment
  • Experience with IT professional service agreements and materials logistics

 

Desired:

  • 6+ years’ experience managing one or more complex IT product/software development projects or programs
  • Project Management Professional (PMP) from PMI
  • Certification from an accredited program (e.g. Stanford Advanced Project Management Certification Program, etc.) or equivalent
  • Scrum Master certification
  • Experience with using Project Management Information Systems (PMIS) such as HP PPMc, Oracle Primavera, SAP Portfolio & Planning Management, Microsoft Project, Jira,etc.
  • Experience working in a PMO environment as a Project Lead or Project Manager for medium to large complex projects
  • Knowledge of Agile software development principles, values, concepts, methods, best practices, and techniques
  • Advanced knowledge of utility vendor solutions including Customer Care & Billing, Smart Grid software and infrastructure, Meter Data Management, Distribution Automation, and other related network management systems.
  • Excellent project financial and budget management skills
  • Workforce planning and resource management skills
  • Ability to function and manage project staff in a matrix environment
  • Experience with IT professional service agreements and materials logistics

   

Knowledge, Skills, and Abilities:

  • Advanced understanding of project management principles and methodologies
  • Demonstrated expertise in successful project delivery of utility vendor solutions
  • Strong ability to run teams using Agile principles
  • Ability to influence and work across several departments to define, quantify, and drive implementation of the ‘best’ technical solutions
  • Understanding of PG&E’s business and IT strategies and objectives 
  • Excellent written and verbal communication skills
  • Experience with developing complex project and program management plans in collaboration with client, IT, and vendor stakeholders
  • Demonstrated ability to effectively navigate complex organizational, process, technical, and political challenges
  • Ability to effectively identify, quantify, and rank project risks and implement successful mitigation plans

 

Responsibilities:

The Senior IT Project Manager will be responsible for the concurrent management of one or more complex projects or programs. These projects are one-time, multitask jobs that have clearly defined start and end dates, a specific scope of work, a budget, required resources, and a specified performance objective to be achieved.

Specific responsibilities include, but not limited to:

  • Leading many multi-year projects or programs with a budget ranging between $300,000 - $10,000,000
  • Exercising independent judgment and discretion in matters of significance with broad scope and high complexity
  • Gathering, defining, and documenting project requirements
  • Demonstrating advanced knowledge and technical competence
  • Clearly defining and communicating roles, responsibilities, and expectations for all members of the project team
  • Collaborates with other Project Managers and Scrum Masters to understand the state of Agile practice and recommend improvements
  • Develops his/her team to build a culture of collective ownership and shared goals
  • Providing direction and leadership to project management analysts and schedulers
  • Developing metrics, procedures, objectives, and methods to assess project progress while utilizing established standards and quality objectives
  • Conducting project kick-off meetings, coordinating all project pre-planning tasks, and facilitating scrum and Agile ceremonies for teams performing project and product work
  • Communicating individual project roles and setting team expectations for collaborative completion of all assigned work
  • Ensuring all project team members have the tools and training necessary to perform effectively
  • Recording, tracking, and communicating issues, risks, changes, and status reports
  • Accurately and consistently forecasting project resources, material, and contract costs
  • Driving all project related tasks to completion
  • Developing and maintaining up-to-date detailed project schedules and work plans
  • Monitoring critical project milestones and identifying ways to resolve schedule or resource issues
  • Coordinating any required contract work within the defined PG&E sourcing policy
  • Assessing project performance at least weekly and implementing changes as necessary to ensure the projects remains within the specified budget, schedule, scope and quality objectives
  • Developing and maintaining a productive working relationship with project sponsors, vendors and key clients
  • Negotiating project scope implementation with stakeholders to balance delivery with competing organizational priorities and resource demands
  • Exercising independent judgment and decision making ability with limited management oversight
  • Securing client and sponsor acceptance on delivery of final project solutions delivered
  • Complying with all IT methodology processes, regulatory, and SOX auditing requirements
  • Preparing all project documentation for closure, storage, and possible auditing activities, ensuring technical accuracy
