Department Overview:

In Customer Care, we are focused on delivering an excellent experience for each of PG&E’s customers. Within PG&E’s Customer Care business unit, the Customer Energy Solutions department (CES) is responsible for administering demand side management programs, including energy efficiency, distributed generation, demand response, and pricing/rate programs that help PG&E customers in Northern and Central California manage their energy use and costs.

 

The Distributed Generation (DG) team in CES offers customers clean energy generation and storage options through innovative programs. The team implements programs for a variety of customer segments:

  • Homeowners or businesses who install solar, storage or other renewable generation technologies under Net Energy Metering (NEM) tariffs
  • Customers who subscribe to community-based renewable energy projects or green tariffs
  • Low-income and other customers located in disadvantaged communities

 

The DG team administers over $100M in annual public program funds through the California Solar Initiative (CSI) General Market, CSI Thermal, Multifamily Affordable Solar Housing (MASH), and Self-Generation Incentives (SGIP) programs.  The team also oversees all aspects of PG&E’s Solar Choice, Regional Renewable Choice, and related programs offered in DisAdvantaged Communities (DAC), and supports the statewide administrators of the Solar on Multi-Family Homes (SOMAH), Single Family Affordable Solar Housing (SASH and DAC-SASH), and the New Solar Homes Partnership (NSHP) programs.

 

These programs promote adoption of clean energy technologies by our customers in response to customer needs and California’s energy policy priorities. The department partners extensively with regulators, vendors, DG and storage industry experts, as well as other departments in PG&E to support and enhance the DG customer experience and proactively drive new policies.

 

Position Summary

The Career Program Manager will be responsible for the day-to-day management and implementation of all equity (low-income and disadvantaged community) programs that promote the adoption of rooftop solar and provides incentives to qualified customers in PG&E’s service territory. These are statewide programs that are closely coordinated with the CPUC, other investor-owned utilities (IOUs), and/ third-party administrators.

 

The position will report to Manager, Distributed Generation Programs, and the successful candidate will have the ability to build strong engagement and partnerships with key external (CPUC, Energy Division, IOUs, and Third-party administrators) and internal (Application Management, DG Policy, Law, Regulatory, Marketing, IT, and Finance) stakeholders.

 

The candidate should have excellent written and verbal communication skills and should communicate effectively with customers, external stakeholders, and all levels of management. The successful candidate will have the ability to work in cross-functional teams in a matrix environment. Strong project management skills are also essential to be successful in this role.

 

Qualifications

Minimum Required

• BA/BS Degree in Business, Finance, Economics, Engineering, or equivalent experience

• Minimum 3 years’ experience in managing programs / projects involving multiple stakeholders

 

Desired

  • Strong Program / project management and change management skills.
  • Ability to influence and drive policy and regulatory decisions. Industry experience working with the CPUC, other utilities, third-party administrators, and industry organizations is a plus.
  • Solar industry experience and/or possess technical background in distributed generation technologies.
  • Ability to form strong partnerships with cross-functional teams, build consensus and influence multiple stakeholders to drive program and process improvements.
  • Experience with customer engagement and building partnerships with high-profile program participants (manufacturers, installers).
  • Strong verbal / written communication and presentation skills, and ability to communicate with credibility, confidence and clarity for all types of audiences.
  • Ability to handle multiple projects and stakeholders and work in a fast-paced environment
  • Ability to work independently on most issues and be responsible for deliverables within the program implementation and strategic plan.
  • Proficiency with Word, Excel, Power Point. Advanced program / project management and change management skills.

 

Responsibilities:

  •  Drive PG&E’s Equity solar programs regulatory activities with the CPUC to shape program design and implement improvements to programs. Coordinate regulatory filings with internal stakeholders and the statewide program team.
  • Ensure timely and accurate completion of all regulatory compliance requirements and reports.
  • Effectively manage program budget, meet all financial requirements and ensure timeliness and accuracy of yearly forecast and monthly accruals.
  • Drive program and process improvements, like building online database and process automation.
  • Implement strategic plan items and benchmark with other utilities to identify opportunities for continuous improvement.
  • Drive integration of DG programs with other programs and opportunities across PG&E.
  • Support various pilot programs and new initiatives related to DG opportunities.
  • Partner with key internal stakeholders like DG Policy, Application Management, Marketing, Finance, Regulatory Affairs, and Law.
  • Manage all contracts and vendors who support the program with engineering review and onsite inspections.
  • Support Measurement & Evaluation program activities and stakeholders.
  • Represent PG&E and program administrators at industry events, technology-specific
    conferences, panels, and customer fairs. Seek sponsorship and speaking opportunities.
  • Grow customer focus and outreach in partnership with PG&E’s Marketing lead and effectively engage internal / external stakeholders.
