Department Overview

The Sourcing Organization is the functional lead for the procurement of materials and services at Pacific Gas and Electric Company. The department collaborates with internal clients and suppliers managing $5 billion of annual company spend to develop mutually beneficial total cost solutions for goods and services. The department provides the following services to internal clients: procurement of goods and services, strategic sourcing and cost savings, contract management, supplier relationship management, supplier diversity planning, execution and outreach, compliance management, ongoing procurement field support and management of the procure to pay cycle.

 

The Contract Management Center of Excellence (“CoE”) implements and sustains a successful enterprise-wide program to steward operational excellence in contract management across PG&E. The position will significantly contribute to the CoE’s objectives of leveraging leading contract management practices for the enterprise, demonstrating value realization from PG&E’s supplier/third party relationships, raising the skills of PG&E contract management professionals, and developing a sustainable community of practice for PG&E personnel engaged throughout the contract management lifecycle in alignment with corporate strategies.

 

Position Summary

 

This supply chain position will be a key team member of PG&E’s Contract Management Center of Excellence (“CoE”) which will implement and sustain a successful enterprise-wide Program to steward operational excellence in contract management across PG&E. The position will significantly contribute to the CoE’s objectives of leveraging leading contract management practices for the enterprise, demonstrating value realization from PG&E’s supplier/third party relationships, raising the skills of PG&E contract management professionals, and developing a sustainable community of practice for PG&E personnel engaged throughout the contract management lifecycle in alignment with corporate strategies.

 

Specifically, this position will be responsible for advancing and continuously improving contract lifecycle management (“CLM”) practices in collaboration with PG&E’s Lines of Business (“LoB”), enterprise initiatives, and other stakeholders. This includes, but is not limited to, providing CLM strategy and advisory services, tactical support for ongoing contractual matters to assigned LoB’s, supporting CoE CLM maturity and compliance assessments, contributing to the CoE CLM training and development program, maintaining CoE contract and terms and conditions libraries, and supporting assigned LoB’s in the establishment/improvement of post-award contract management functions.

 

This position’s work location is flexible with either San Francisco or San Ramon as options.

 

Job Responsibilities:

  • Serve as an internal advisor and single point of contact for multiple LoB’s in advancing and improving contract lifecycle management.
  • Support and significantly contribute to the management and improvement of contract controls and compliance practices for both LoB’s and the enterprise.
  • Provide ongoing advisory services to LoB’s and other key stakeholders to support pre- and post-award contractual matters, including, but not limited to, planning, development, performance management, claim and dispute management, contract clarification and interpretation, direct support on complex contracts/projects, and general guidance to support all compliance and commercial aspects of the LoB’s contract portfolios.
  • Develop, improve, and maintain terms and conditions libraries, including but not limited to, scopes of work, compensation models, performance management measures, change order management, key services/product/portfolio/LoB/PG&E terms and conditions.
  • Support LoB’s to assess CLM skills, identify training and development needs, and efficiency to optimize enhanced CLM processes and practices.
  • Support the CoE team and other stakeholders to advance, implement, and continuously improve contract management education, leading practices, policy and risk, as well as special efforts, studies and initiatives across the enterprise.

 

Qualifications

 

Minimum:

  • Bachelor’s degree  or job-related discipline or equivalent work experience
  • 8 years of experience contracting, negotiations, supply chain and/ or consulting.

 

Desired:

  • 10 years of energy (utility, oil, and gas), construction, consulting and/or comparable experience involving major/complex contract/supplier relationship types (e.g., EPC, MSP, prime/subcontract, and/or parent company agreements).
  • Strong commercial and/or supplier relationship/category management skills and experience.
  • Proven subject matter expertise in end-to-end contract management, including pre-(e.g., planning and development) and post-award contract management(e.g., administration, performance management, claim and dispute management) Experience working in a matrixed organization and/or team.
  • Experience working on enterprise- and/or business unit-wide initiatives.
  • Experience working as an advisor or business consultant.
