Department Overview

 

PG&E's Payroll Department is responsible for producing timely and accurate paychecks for 22,000 active employees and 21,000 pensioners.  The Department is responsible for handling payroll accounting, overpayments, garnishments, tax filings and payments, and the execution of payrolls. The Department leads Sarbanes-Oxley (SOX) testing and documentation relative to Payroll controls and procedures and works closely with our business partners to respond promptly and professionally to inquiries regarding payments and tax reporting.

 

Position Summary

 

The Manager of Payroll Services develops, prioritizes, coordinates, and communicates individual and department objectives that are aligned with the Company’s goals.  This position ensures that the team has the resources and skills needed to maintain day-to-day operations such as but not limited to payroll month-end close, payroll accuracy including minimizing overpayments, client issue resolution, General Rate Case witness related to payroll accounting and procedures, Sarbanes Oxley controls, SAP system changes, coordinating year-end activities such as W2’s and 1099-Rs, and ensuring timely and accurate Federal, State, and local authority tax filings.

 

Job Responsibilities

•Ensure the successful implementations of new or enhanced payroll applications are performed on time, within scope and budget.

•Provides Payroll with application services that include opportunity identification, requirements gathering, functional specifications, and user acceptance testing.

•Works closely with IT to test system changes for all SAP releases to validate calculated pay is in compliance with Company policies, regulatory requirements and collective bargaining agreements. 

•Develop and manages service level agreements with 3rd party vendors such as ADP and Equifax.

•Establish individual and department objectives that are aligned with organizational goals.  Implements PG&E practices for staffing, EEO, diversity, performance management, development, in addition to reward and recognition.

•Ensures staff has the resources and skills needed to maintain day-to-day operations while balancing enhancement requests.

•Ensure compliance to standards / regulations and governance processes, and develop guidance documents where there are gaps.

•Manage employees for the most efficient delivery of services.

•Work collaboratively to build relationships and partner effectively.

•Develop, prioritizes, coordinates and communicates the goals and processes necessary for efficiently managing day-to-day operations and successful delivery of approved enhancements.

•Develop and attain relevant metrics.

•Supports SOX testing and documentation relative to payroll controls and procedures. 

•Provide oversight of the Payroll Helpline and Payroll Questions. 

•Assess and recommend application design or enhancements for business process optimization

 

 

Qualifications

 

Minimum:

•BA/BS in Business, Finance, Accounting, or equivalent experience

•Minimum of eight years of job-related experience, including previous experience managing staff and programs

 

Desired:

•Masters in Computer Science, Engineering, or Business

•Implementation of process improvement

•Development and maintenance of reports

•Yellow Belt Lean Six Sigma

•PMP Certification

•Extensive knowledge of SAP, especially payroll module

•Demonstrated ability and influence to effectively navigate complex organizational process, and political challenges

•Able to present highly complex data and findings to internal and external stakeholders

•Ability to synthesize research and provide perspective

•CPA

•Must have excellent communication and interpersonal skills with the ability to work in a collaborative environment and interact with all levels of management

•Must have a strong track record of cross functional collaboration with other teams such as IT, Accounting, Accounts Payable, Tax, Integrated Disability Management, and Human Resources

•Ability to multi-task, reprioritize, delegate, and make decisions to manage deadlines.

•Ability to evaluate potential opportunities and challenges for business process optimization
