Department Overview

 

PG&E's Emergency Preparedness and Response organization is charged with delivering PG&E’s emergency response training and exercise program; development and revisions to the Company Emergency Response Plan (CERP); providing guidance to lobs charged with developing their own ERPs; leading preparedness initiatives enterprise-wide; benchmarking with other leading utility companies; implementation of Best Practices; tracking of After Action items; process review and improvement and collaborating with external stakeholders’ in preparedness and response activities. EP&R is the enterprises’ over-arching Emergency

 

Preparedness department and drives continuous improvement that enhances emergency response through implementation of best practices and new procedures and identifying and acting upon root causes of lessons learned.

 

Position Summary

 

The Expert Emergency Management Specialist will perform as a subject matter expert on All Hazards Plan development, process mapping, emergency outreach and . Expert will develop workshops and seminars for continuous improvement of PG&E emergency response systems and processes.

 

The Expert will contribute to the Company Emergency Response Plan which is critical in PG&E’s mission to protect health, welfare, and property of the public, PG&E responders, and others. Successful candidate will operationalize metrics tracking applicable to emergency preparedness and readiness for the Company. The Expert will also be responsible for the development of several hazard specific annexes for the Company Emergency Response plan, and as such will work with SMEs in other departments to gather data and content for plan. Expert will be responsible for accuracy of material in annex and will work with other departments to provide updates to the plans annually.

 

The candidate will be assigned special projects including, but not limited to: facilitating the annual PG&E Showcase, development of seasonal workshops, building an executive suite of best practices, and working with other EP&R SME’s to ensure departmental compliance w/ Emergency Preparedness Standards, CPUC Orders, metric tracking, mutual assistance deployment, tracking, and invoicing.

 

Successful candidate will assume an emergency role during emergencies that affect the PG&E. Will contribute to new technology systems that automate certain aspects of emergency response within the EOC.

 

The planning unit is a process driven, highly functioning, fast paced environment.  This position will be required to develop reports and analyses of gaps, best practices and lessons learned as it applies to emergency response across the enterprise. The qualified candidate will be able to make recommendations and provide solutions to management to solve issues in response processes, planning, and policy.

 

Will also prepare presentations on Emergency Preparedness and Response for targeted audiences inside and outside the Company. Work closely with external stakeholders such as external first responders, CPUC, and other utility companies to identify best practices and benchmark industry standards.

 

Plans, facilitates and /or participates in activities that bring awareness to emergency response and emergency preparedness. Builds and maintains strong relationships with business units and external agencies. Will support emergency planning manager in planning process with outside agencies. Represents PG&E at community events focused on emergency response and preparedness. Expert will work as a peer team member with other All Hazards team members.

 

       Will be responsible to develop tracking systems for documentation related to compliance activities such as GO 166, CFR 192.615, and others.

 

Job Responsibilities

 

  • Develop Executive Level presentations to make recommendations on emergency processes and programs
  • Prepare workshops for plan socialization, stakeholder workshops, creating feedback loops, and training validation checkpoints.
  • Document progress, challenges, and achievements through preparation of comprehensive reporting methods and surveys.
  • Create reports and develop metrics on training program
  • Incorporate feedback from SMEs, consultants, first responders, emergency managers, and plan users; new standards in development; and new legislative or policy direction.
  • Develop innovative strategies for improvements in emergency preparedness awareness and training.
  • Coordinate with other internal lines of business to represent EPRS and assist lob emergency preparedness coordinators in program goals and objectives.
  • Contribute to exercise development with LOB EP departments.
  • Contribute to exercise development for the annual Company Exercise.
  • Support training development and job aids for the CERP.
  • Support PG&E’s Emergency Preparedness and Response Programs in other tasks as required.
  • Employee will have an assigned emergency role and may be required to be “on-call” for emergency operations center activation and/or monitoring of emergency incidents within the Company, or external to the Company. Incumbent will perform other duties as required for the department to achieve its goals and objectives.

 

Qualifications

 

Minimum:

 

  • Job-related experience, 7 years
  • Bachelors Degree in Emergency Management or job-related discipline or equivalent experience
  • Experience in Emergency Planning and Preparedness
  • Experience as a Trainer, or related

 

Desired:

 

  • Experience in documenting processes (lean Six Sigma) for the development of plans, documents, presentations, and job aids
  • Ability to write; legal documents in policy and standard form
  • Experience facilitating workshops and leading seminars
  • Strong public speaking skills
  • Experience in continuous improvement
  • Experience in developing, reviewing, and updating comprehensive documents for senior leadership
  • Skilled in project management
  • Excellent technical writing skills
  • Strong written and oral communications and group facilitation skills
  • Ability to work effectively under deadline pressure
  • Experience in City, Parrish, or County OES Office
