Department Overview

The Energy Storage & Load Management team’s mission is to lead utility-level strategy ideation, strategy selection, strategic pilots, and initial implementation of cross-organizational and/or cross-departmental strategic initiatives for issues with significant impacts to PG&E in the short to long term from 2021-2045.

The Energy Storage & Load Management team develops strategic road maps, designs policy, executes on compliance tasks, and importantly it designs, tests, and integrates innovative solutions to accelerate PG&E’s transition to the sustainable utility of the future.

Current areas of focus include:

  • Energy Storage
    • Develop PG&E’s energy storage strategy for in front of the meter and behind the meter applications.
  • Load Management
    • Develop strategies to marry customer technologies with the appropriate signals. Signals include rates, programs, technology incentives and standards. 
    • Identify regulatory pathways that incent the greatest load impact and carbon reduction at least cost.
    • Develop roadmaps from strategy to execution.
  • Demand Response
    • Develop the future of PG&E’s demand response portfolio.
    • Advance Automated Demand Response to increase the technology backed deployment of demand response.
    • Execute the Demand Response Auction Mechanism (DRAM) pilot which tests third party DR provider’s ability to provide RA to PG&E.
    • Test and pilots new demand response models and pathways related to shed, shape, shimmy, shift.
    • Participate in key regulatory proceedings at FERC, CAISO, the CPUC, and CEC to develop load management strategies
    • Execute analyses needed for data-driven decision making.

 

New areas of strategic importance may be added as new critical topics are identified.

The Energy Storage & Load Management team works cross-functionally to bring various PG&E lines of business together to:

  • Identify and prioritize key strategic issues for the utility
  • Research key strategic issues and develop strategy materials for executives
  • Coordinate and execute pilots, demonstration projects and proof-of-concepts
  • Engage and influence relevant regulatory and policy proceedings
  • Conduct market scans and technology assessments
  • Manage cross-functional learning and decision-making groups with participants from across PG&E
  • Act as PG&E’s liaison to external discussions, such as industry working groups and community initiatives

Position Summary

This position is for an Expert level Product Manager Analyst in the Energy Policy and Procurement department. The Expert Analyst conducts quantitative analytical work and qualitative work to support various regulatory proceedings, pilots, and strategy efforts.  Analysts in this role develop and analyze policy, compare load management strategies in regulatory proceedings; assist with the development and execution of pilots; and review/analyze testimony.

 

Job Responsibilities

  • Acts as a policy assistant reviewing policies at FERC, CAISO, the CPUC, and CEC related to load management policies which can relate to demand side flexibility. Demand side flexibility strategies relate to rate design, program (DR/EE) design, incentives (SGIP), and standards (Title 24). This can include summarizing policy proposals, analyzing impacts to PG&E, quantifying load impact, and assisting in developing or revising proposals and analyses for submittal in regulatory proceedings.
  • Assists with the development and execution of load management pilots and consulting contracts.
  • Leads cross functional teams and practices best practices in project management.
  • Supports rates and pricing products in related tasks.
  • May act as a witness assistant in regulatory proceedings.
  • Analyzes data using existing advanced models and analytical tools or develops new basic models and tools to develop reports.  Prepares presentation of results.
  • Develops and documents processes, guidelines, standards, and models. Leads basic continuous improvement projects to include partnering with peers on process improvements and controls.
  • Conducts research to provide historical context regarding complex regulatory issues and identifies relationships and linkages to other regulatory decisions.
  • Cross trains with peers to facilitate knowledge transfer and provides training to less experienced peers.
  • Establishes cross-organizational relationships.
  • Prepares of analysis in support of emerging issues.
  • Represents PG&E in statewide load management forums such as the CEC, CPUC, and CAISO.
  • Responds to time-sensitive requests for quantitative and qualitative analysis.

 

Qualifications

Minimum:

  • BS/BA degree in Business, Economics, Policy, Engineering, Environmental Science or related discipline or equivalent related experience.
  • 8 years of related experience.

 

Desired:

  • MS/MBA degree in Business, Economics, Engineering, Policy, Environmental Science or related discipline.
  • 5 years of regulatory, analytical, or relevant experience.
  • Advanced understanding of load management strategies
  • Strong interpersonal and team collaboration skills.
  • Strong written and verbal communication skills.
  • Advanced prioritization and project management skills to effectively manage multiple assignments or a project with demanding time constraints.
  • Strong skills in Microsoft Excel including macros, Word and PowerPoint.
  • Strong problem solving, decision making, quantitative and analytical skills to analyze and interpret data.  Strong ability to effectively communicate findings.
  • Knowledge of policy development, load and demand forecasting, supply side procurement, and program design.
  • Good knowledge of the utility and energy industry working lines of business including generation, procurement, transmission, distribution and customer services.
  • Basic knowledge of the functional lines of PG&E’s electric and gas business.
  • Basic understanding of CAISO markets
  • Knowledge of process improvement methods and techniques or change management.
