Department Overview

In Customer Care, we are focused on delivering the desired customer experience for each of our customers. Everything we do starts with the customer and our information about the customer. Within Customer Care, PG&E’s Customer Energy Solutions department (CES) is responsible for designing, implementing and administering customer demand side management programs, including energy efficiency, distributed generation, demand response, and rate programs that help PG&E customers in Northern and Central California manage the energy use of their homes and businesses. PG&E has been a national leader in energy efficiency since 1976 and continues to recruit and develop individuals to carry the CES Department’s legacy of effective energy efficiency programs on into the future.

 

Within Low Income and Disadvantaged Communities department, the Energy Savings Assistance (ESA) Program helps income-qualified residential customers throughout PG&E’s service territory reduce energy consumption and costs while increasing their health, comfort, and safety. Qualified customers receive no-cost home weatherization, energy efficient appliances, and energy education services. Through this state-mandated program, PG&E has helped customers save over $54 million on their energy bills since 1983.

 

Position Summary

The ESA and CARE Operations team is seeking a Senior Regulatory Policy Analyst. The successful candidate will be responsible for preparing testimony, developing advice letters, as well as responding to data requests and draft reply comments to regulatory filings, open proceedings and directives.  This role also supports the day-to-day program operations as well as working jointly with other California utilities and industry stakeholders on policy and regulatory efforts.  This role requires a comprehensive understanding of the state regulatory processes and preferably knowledge of ESA and CARE programs. The candidate should possess strong written and verbal communications skills.

 

Qualifications

Minimum:

• High School or GED-General Educational Development-GED Diploma

• 6+ years of job-related experience

•Proficiency in Excel, Word, PowerPoint

 

Desired:

•Familiarity with cNet

•Bachelor’s degree strongly preferred or equivalent experience

•Demonstrated ability to resolve issues of a complex nature

•Effective at negotiating and able to communicate comfortably at all levels internally and externally with third parties

•Ability to analyze, understand, and communicate information accurately

•Strong written and verbal communications skills with the ability to address issues, educate, influence, and present complex information with ease and clarity to management

•Utility industry or regulatory experience

•Familiarity with energy efficiency and low income programs

•Outstanding analytical skills to develop insights and recommendations to shape program strategy

•Demonstrated ability to examine a problem from different perspectives without losing sight of the big picture

•Demonstrated ability to present findings, make recommendations and influence decisions while working with staff supporting various functions

Strong public speaking skills is an asset to this role

 

Responsibilities

  • Coordinate internal stakeholders, management briefings on policy issues, and documentation of policy positions in regulatory documents
  • Monitor crossover regulatory and policy issues for the organization
  • Manage projects and efforts to resolve policy ambiguity to support current and future program activities
  • Assist in defining project strategy by providing the policy and regulatory perspective
  • Prepare testimony, respond to data requests and media inquiries and draft reply comments to regulatory publications and directives
  • Work jointly with other key contacts at the other California utilities and industry stakeholders on policy and regulatory efforts
  • Analysis of internal and external proposals, positions and interpretations
  • Interact with and develop relationships with key contacts at the CPUC or Energy Division to support various policy and regulatory efforts to support current and short-term business efforts
