PG&E’s Customer Energy Solutions department (CES) is responsible for designing, implementing and administering customer demand side management programs including, energy efficiency, distributed generation, demand response, and rate programs that help PG&E customers in Northern and Central California manage the energy use of their homes and businesses. PG&E's Energy Efficiency Portfolio Management organization performs all activities that encompass managing the key regulatory programs related to customer segments. Position Summary


Within the CES department, PG&E’s Codes, Standards, and Crosscutting team is seeking an Expert Program Engineer to support appliance standards advocacy. In addition to technical expertise, we seek candidates with regulatory experience to positively influence the California Energy Commission’s Appliance Efficiency Regulations (Title 20), US Department of Energy (USDOE) appliance standards, test procedures that guide the implementation of appliance rulemakings, Energy Star specifications, and ASHRAE commercial equipment standards. We are seeking education and experience in electrical engineering as we expect that future standards work will include consumer electronics, EV charging, battery storage, grid connected appliances, and increased efficiency for similar technologies. The day-to-day work will entail collaborating with the appliance standards advocacy lead, developing work plans that may include laboratory testing and field research, managing consultants who conduct research and analysis, and reviewing highly technical written deliverables. The role requires a dedicated, long-term commitment to energy efficiency to establish new codes and standards. Success includes the satisfaction of achieving significant carbon emissions reductions in support of a more sustainable environment.


In addition to collaborating with others within the Codes, Standards, and Crosscutting team, the appliance standards program engineer will coordinate with energy efficiency incentive programs and other internal lines of business: clean energy transportation, demand response, distributed generation, and engineering. External coordination will include other Investor Owned Utilities, the California Energy Commission (CEC), and state and national building code and appliance standards advocates.


This position requires travel approximately 30% of the time, but not always on a weekly basis. Travel will fluctuate based on project and rulemaking requirements.




  • Support the advocacy program manager for appliance standards by proactively leading engineering research and analysis and by supporting other aspects of advocacy: stakeholder meetings, communication, etc.
  • Know and understand existing Title 20 and DOE appliance standards, and relationships to other key regulations, ratings, incentive programs, etc.
  • Understand the design and operation of consumer electronics, white goods, water heaters/boilers, commercial and residential HVAC, refrigeration and motors well enough to postulate new regulations, guide the development of work plans and research, guide engineering and economic assumptions and analyses.
  • Review proposals, verify accuracy, and clearly communicate the technical rationale behind decisions to various types of audiences.
  • Support delivery and technology transfer of programs and services.
  • Make technical presentations to wide range of audiences.





  • Bachelor’s degree in electrical engineering or equivalent experience
  • 6 years of experience in appliance standards and/or energy efficiency
  • Utility industry experience
  • Professional Engineering license
  • Must possess a valid California driver’s license or ability to obtain by first day of employment



  • Master’s degree in electrical engineering or equivalent
  • Regulatory experience with standards setting bodies: DOE, CEC, ASHRAE, etc.
  • Subject matter expertise in manufacturing design, test procedures, and engineering economic analysis
  • Subject matter expertise in California’s Appliance Standards Energy Efficiency Standards (Title 20), Department of Energy appliance standards, and Energy Star
  • Familiarity with California’s Energy Efficiency Building Codes (Title 24) and ASHRAE 90.1, including the update processes
  • Principal author of peer-reviewed papers on energy efficiency
  • Interest in energy efficiency as a long-term career choice
  • Demonstrated ability to concurrently plan and implement multiple complex projects
  • Contract development and procurement experience
  • Excellent written and public speaking skills
