Department Overview

In Customer Care, we are focused on delivering the desired customer experience for each of our customers. Everything we do starts with the customer and our information about the customer. Within Customer Care, PG&E’s Customer Energy Solutions department (CES) is responsible for designing, implementing and administering customer demand side management programs, including energy efficiency, distributed generation, demand response, and rate programs that help PG&E customers in Northern and Central California manage the energy use of their homes and businesses. PG&E has been a national leader in energy efficiency since 1976 and continues to recruit and develop individuals to carry the CES Department’s legacy of effective energy efficiency programs on into the future.

Energy Efficiency Portfolio Management is a team within the greater PG&E EE organization that is tasked with providing high quality and cost effective energy efficiency programs to our customers.  Currently the energy efficiency market in California is undergoing a period of rapid and exciting change.  The energy savings created by EE's program portfolio  help customers save money on their monthly utility bills, and also allow PG&E to meet its annual energy savings compliance goals.  The business model for how EE programs are deployed in California, and PG&E's role in that process, is significantly transforming to a third-party program supported model with new program designs selected through competitive solicitations conducted by PG&E.  In recognizing this significant change to the way we do our business, the PG&E EE department is creating a dedicated and centralized team within the EE Portfolio Management Team to focus on the smooth and consistent administration of these upcoming solicitations.


Position Summary

The EE PMO Data & Process Lead will be a key member of the newly created EE Solicitations Program Management Office (PMO) within the EE Portfolio Management team.  This new team will standardize and document the processes, systems, policies and methods used to execute consistent and fair competitive solicitations for EE programs.

This position is being created to support the development and execution of competitive solicitations which are robust, compliant with Commission requirements, and meet all other EE Portfolio goals and metrics. The successful candidate will  have ownership of the solicitation process documentation and coordinate future solicitation process improvement efforts.

The successful candidate will have experience working collaboratively with others on projects. She or he will have excellent presentation, written, and verbal communication skills, and the willingness to learn new skills and subjects quickly.


Job Responsibilities


  • Own the creation, documentation, and long-term management of key solicitation process information and documents (process maps, detailed procedures, roles and responsibilities, etc.).
  • Capture key solicitation data/metrics (e.g., process times, program savings, program costs, TRC, etc.), and communicate as appropriate to enable timely analysis, effective decision-making, and accurate reporting.
  • Identify, analyze, and lead future solicitation process improvements.
  • Support the development of tools and trainings which educate and empower third-party EE vendors to provide high quality proposals and well run programs which deliver value to PG&E customers and help PG&E meet its energy savings goals.
  • Assist in PMO solicitation activities such as the creation of solicitations, evaluation of bids, negotiation of contracts, analysis of program portfolios, and coordination of team resources as needed.
  • Support PG&E’s regulatory activities for contract approval and support EE program managers in the management of approved contracts as needed.






  • Bachelor’s degree in Business, Engineering, Mathematics, Economics, Marketing or related discipline, or equivalent work experience is required
  • Job-related experience, 3 years
