Department Overview

FERC Electric Proceedings (FEP) provides regulatory expertise and case management services for PG&E's Federal Energy Regulatory Commission (FERC) filings of jurisdictional electric tariffs and rate schedules. FEP manages the development, approval and implementation of FERC filings, in collaboration with internal business partners in other organizations. In addition, FEP is responsible for ensuring that the Regulatory Affairs Department has the necessary procedures and controls in place to maintain compliance with applicable FERC regulations.

 

Position Summary

FERC Regulatory Analysts in this organization provide analytical work of moderate complexity in support of regulatory proceedings and serve as assistant case managers on more complex proceedings.   Case management responsibilities will entail maintaining schedules, organizing proceeding materials including testimony, exhibits and discovery and providing communications to internal team members and external proceeding stakeholders, and assist in coordinating case-related tasks and activities.  Analytical work will involve the preparation and submission of regulatory filings and reports to FERC, including the preparation of transmittal letters, testimony, and cost support; administering all aspects of electronic submittals to FERC; continuous improvement of existing procedures to document processes in place to maintain FERC Compliance; conducting research; providing reports/metrics; and supporting witnesses and the case management process. Therefore, strong communication (written and oral) and analytical skills are essential requirements for this role.

 

This position may require occasional travel to regulatory agencies or Washington D.C. for FERC hearings, workshops, or other meetings, and may require occasional irregular work hours to meet regulatory deadlines.

 

Job Responsibilities

 

  • Support FERC Filings and Reports Group (30%): Assist in preparation and/or prepare FERC-jurisdictional filings and reports including draft transmittal letters, testimony, workpapers and discovery responses for submittal in regulatory proceedings. Responsible for maintaining compliance with FERC’s electronic tariff filing (eTariff) rules and procedures, including utilizing eTariff database software to file and manage tariffs and formatting Microsoft Word and Adobe PDF documents to conform to internal standards. Overall support of the FERC filing process.
  • Data Analysis (20%): Obtain and analyze data for inclusion in exhibits and reports for internal management and/or for support of regulatory proceedings. With guidance, develop, revise, and/or maintain models needed to support these analyses. Analyze and summarize testimony, reports, pleadings and discovery responses prepared by PG&E, other utilities, FERC Staff or intervenors. Analyze and interpret regulatory proposals, legislation, and other relevant materials.
  • Case Management (40%): Manage filing process for filings and cases, including completion of all pre- and post-filing compliance and implementation tasks. Assist senior and principal case manager(s) and/or witnesses in case development and analytical oversight throughout the regulatory process.
  • FERC Compliance (10%): Assists in Implementing regulatory decisions, including creating and/or revising moderately complex tariffs, billing, and regulatory accounting rules. Support department's FERC compliance efforts, including working on process maps, documentation of procedures, and implementation of controls..

 

 

Qualifications

Minimum:

 

  • Bachelors Degree or equivalent experience

 

Desired:

  • Degree in in Business, Economics, Finance, Accounting, Public Policy, Engineering
  • Project management experience
  • Understanding of the FERC or utility regulatory environment and/or equivalent professional background
  • Understanding of rates and cost recovery principles
  • Experienced in Microsoft Word and Excel; and Adobe Acrobat
  • Experienced in Microsoft PowerPoint
  • Familiarity with FERC Electronic Tariff Filing (eTariff) rules or other similar systems
  • Familiarity with database systems
