Department Overview

In PG&E’s Strategy and Growth team, the Strategy and Innovation department is responsible for designing, implementing, and administering customer demand side management programs. These programs include building electrification and energy efficiency, transportation electrification, distributed generation, demand response, and rate programs that help PG&E customers in Northern and Central California manage the energy use of their homes and businesses. PG&E has been a national leader in energy efficiency since 1976 and continues to recruit and develop individuals to carry the Department’s legacy of effective building electrification and energy efficiency programs into the future.

 

Within the Electrification and Decarbonization organization, the Building Electrification (BE) and Energy Efficiency (EE) Programs team includes the Quality Control and Communications (QC&C) team, a dynamic and critical organization which ensures the quality of our energy efficiency incentive programs, maintains a productive relationship with regulators, and supports communication with internal and external stakeholders. The QC&C Custom and SEM team reviews incentive applications for Custom and SEM programs, develops strategies for energy savings calculation methods, and performs savings analysis for maximum impact. The team collaborates with regulators and stakeholders regarding strategy and policy to grow customer participation and ensures compliance with regulatory and PG&E requirements. The team works closely with program implementers, internal/external stakeholders, and California Public Utilities Commission (CPUC) staff to manage the overall quality of BE and EE projects that leverage Custom and SEM approaches.

 

Position Summary

This position is hybrid, working from your remote office and your assigned work location on average between 0-3 days per week or as business needs require. The assigned work location will be within the PG&E Service Territory and agreed upon between the hiring leader and successful candidate. The preferred work location is Oakland, CA.

 

The successful candidate will lead a team of four-to-six direct reports responsible for Energy Efficiency incentive programs’ quality control.

 

Specifically, the team is responsible for communicating the Custom and SEM policies and methods to the relevant stakeholders including program implementers, portfolio managers, external engineering firms, and PG&E customer account managers within the Business Energy Solutions team. The team has significant interaction with CPUC Staff to manage the ex-ante review process of projects and advocate for improvements to EE policy and guidelines. The team will also support other QC&C initiatives, as needed.

 

PG&E is providing the full salary/pay range for this position.  The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location.  The range to reasonably expect will be between the minimum and the midpoint of the range.  The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

Bay Area Minimum: $129,000.00

Bay Area Midpoint: $168,000.00

Bay Area Maximum: $207,000.00

 

Job Responsibilities

  • Safety: Provide direction to team regarding the importance of safety in the workplace. Execute safety mitigation and recognition plans to meet department and organizational safety targets. Create an environment that allows for open communication regarding safety issues.
  • Supervision: Supervise, coach, and develop direct reports to meet department objectives through individual development plans and targets that drive top quartile results, enhance overall leadership competencies, and business performance.
  • QA/QC Process Management: Implement processes to manage the QA/QC of Custom and SEM projects, including development of performance metrics, review tracking and feedback, coordination with CPUC and project developers, continuous feedback for process improvement, and regular reporting to management
  • Stakeholder engagement: maintain regular communication with internal stakeholders and external Custom/SEM leads at PAs and the CPUC. Represent PG&E in public forums /industry stakeholder meetings. Develop and advocate for improvements to EE policies regarding reporting, analysis, QC, best practices, and stakeholder collaboration. Develop relationships with other departments/stakeholders to promote the advancement of BE, EE, DR, DG, and/or other DERs.
  • Teamwork and communication: Work in close partnership with stakeholders to manage expectations and exception process for Custom and SEM projects. Ensure timely and technical support is provided to stakeholders. Assemble and distribute regular reports on QA/QC activities to stakeholders.
  • Training and development: Ensure stakeholders are well informed of updates to policies and best practices in a timely manner. Establish and oversee multi-faceted communications including face-to-face training, webinars, e-learning, on-demand wiki resources, and written newsletters.
  • Policy, procedures, and strategy: Provide thought leadership around policy, best practices, and strategy for near- and long-term. Advocate for improvements to statewide Custom and SEM rules and best practices with internal stakeholders, industry/PA stakeholders, and CPUC. Organize and lead internal Custom and SEM program exceptions process.
  • Manage support contracts: Oversee the technical support/reviewer contracts including budget management and forecasting

 

Qualifications

Minimum:

  • Bachelor’s degree or equivalent experience
  • Five years of related experience (energy efficiency, program management, operations, regulatory/policy)
  • Must possess a valid California driver’s license or ability to obtain by first day of employment

 

Desired:

  • Degree in engineering or other technical field
  • Experience advocating strategy and policy positions to diverse audiences, including California regulatory agencies, program administrators, and industry stakeholders
  • Knowledge and understanding of Custom and SEM energy efficiency regulatory requirements in California
  • Knowledge of the CPUC (ex-ante) Custom Project Review process and CPUC Evaluation
  • Experience driving process and technical improvements with technical and non-technical stakeholders
  • Experience driving technical improvements within customer relationship management platform (eg., SalesForce)
  • Effective at negotiating with internal and external stakeholders
  • Excellent presentation, written, and verbal communication skills
  • Ability to analyze, understand, and communicate information accurately to technical and non-technical stakeholders
  • Demonstrated ability to provide proactive, high-quality customer service while resolving issues of a complex nature
  • Supervisory experience
  • Ability to promote team building and foster a learning environment to develop employees
  • Knowledge of the Deemed Measure Package processes, the California Technical Forum and eTRM
  • Master’s degree in a technical field
  • Experience with Microsoft Suite: Visio, Excel, Word, PowerPoint, and Project
