Department Overview

PG&E’s Information Technology (IT) organization is comprised of various unified departments which collaborate effectively in order to deliver high quality technology solutions. The GIS Center of Excellence (CoE) team sits within the Enterprise Platforms and Infrastructure organization and has the responsibility for designing, building, operating, and maintaining spatial/GIS applications. The GIS CoE consists of highly skilled professionals working together to produce solutions and products that follow both waterfall and agile methodologies with design thinking. We take the time to understand our business partners’ needs and translate those into solutions that delight end-users. Our goal is to deliver products with an intuitive user experience and that will improve PG&E employees’ and customer’s safety, productivity, and overall well-being.


Elevate Program

The GISCoE is embarking on a large new program called Elevate, which will re-platform the entire GIS technology stack at PG&E including existing systems of record, systems of engagement and analytics, while delivering transformational value to the business. The GIS technology platform will be based on Esri ArcGIS technology hosted on an AWS Cloud environment.

 

Position Summary

The Senior Manager of GIS Engineering & DevSecOps leads the GIS engineering discipline for platforms delivered through the Elevate program. This role serves as both a strategic and hands‑on technical leader—deeply passionate about spatial technology—responsible for building and leading a newly established GIS engineering organization at PG&E. The position provides leadership across GIS Engineering, Site Reliability Engineering (SRE), and DevSecOps to ensure GIS platforms are secure, scalable, resilient, and aligned with enterprise cloud and DevSecOps standards.


This leader manages GIS Technical Leads, engineering teams, and GIS infrastructure teams; owns operational reliability, automation, performance, resilience, quality standards and UAT governance; and partners closely with Product, Architecture, Security, and Infrastructure to deliver modernized, enterprise‑scale GIS capabilities. The role is accountable for defining and evolving the GIS platform architecture and technology strategy in collaboration with infrastructure, cloud, security, and architecture groups, while driving adoption and measurable business value.

 

PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint $163,000 - $220,000. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 


Bay Area Min: $ 163,000

Bay Area Max: $ 277,000


This position is hybrid, working from your remote office and our Oakland, CA office approximately 1 - 2 days per week, or more, based on business needs.


The successful candidate will:

  • Oversee the technical design, development, and delivery of Elevate program applications, platforms, and products across PG&E.
  • Lead and direct multidisciplinary teams of employees and contractors, including onshore and offshore resources.
  • Establish a culture of engineering excellence, driving high engagement and consistently high‑quality outcomes.
  • Define and implement best‑in‑class software engineering practices, including modern DevSecOps, automated testing, and quality assurance.
  • Ensure alignment of GIS IT strategy, products, investments, and delivery models with business priorities and enterprise IT direction.
  • Partner closely with PG&E’s Functional Areas (e.g., Gas Operations, Electric Operations) to deliver GIS solutions that serve diverse user communities, including field and office users. The team will focus on:
  • Rapid delivery of modern GIS capabilities, including mobile solutions, spatial analytics, GIS data pipelines, web‑based mapping, and remote‑sensing solutions.
  • Simplifying, standardizing, and modernizing internal GIS tools, platforms, and technical solutions.
  • Collaborating with the extended GIS leadership team across Delivery, Operations, Business Architecture, and GIS Data & Analytics to ensure cohesive execution and shared outcomes.

 

Job Responsibilities

Technical Leadership & Management (~40%)

  • Lead and mentor GIS Engineering Tech Leads, DevSecOps Engineers, and SRE teams
  • Establish clear accountability for engineering quality, platform reliability, and delivery outcomes
  • Foster a strong engineering culture centered on automation, reliability, innovation, and continuous improvement
  • Support workforce planning, performance management, talent development, and succession planning
  • Manages the assessment of technical and cyber risks and the execution of plans to mitigate the risks
  • Provides ongoing coaching and feedback, and reinforcing behaviors that drive high performance and a strategic focus
  • Establishes individual and department objectives that are aligned with organization goals
  • Establishes development plans for employees, including measurable growth in communication and technical skills
  • Collaborate with IT leadership, Product Owners, and Business stakeholders
  • Translate complex engineering topics into executive‑ready updates and recommendations

Advanced GIS Platform Engineering

  • Provide technical leadership and oversight for enterprise GIS platforms, including:
    • ArcGIS Enterprise (Portal, Server, Data Store)
    • Enterprise geodatabases (PostgreSQL for GIS workloads)
    • Utility Network, Geometric Network, and large-scale spatial datasets
  • Guide teams on GIS data modeling, versioning strategies, replication, and data lifecycle management
  • Ensure GIS solutions adhere to Esri best practices, enterprise architecture standards, and cloud‑native design principles

 

Technical Strategy and Roadmap (~30%)

  • Act as the senior technical authority for GIS solution design across the Elevate program
  • Manage the execution of technology roadmaps
  • Develops, prioritizes, coordinates, and communicates the technical goals and processes necessary for implementing solutions and products
  • Leads innovation in GIS code development, code standards, Test Driven Development, and emerging spatial technologies
  • Own and govern engineering standards and best practices for GIS platforms, including ArcGIS Enterprise, AWS Cloud, supporting tools, and integrations
  • Ensure GIS solutions are designed for scalability, resiliency, security, and performance
  • Drive consistency in architecture patterns, deployment models, and platform configurations
  • Partner with Enterprise and Solution Architects to define future‑state GIS platform strategies and multi‑year roadmaps
  • Measurably reduce technical debt through modernization and standardization initiatives
  • Serve as the engineering delivery leader for GIS within the Elevate program
  • Ensure alignment with Elevate objectives: cloud adoption, modernization, security posture and cost optimization
  • Coordinate cross‑team dependencies across Application, Data, Platform, and Infrastructure workstreams
  • Provide clear engineering input into roadmaps, sequencing, and delivery plan


Operational Excellence (~30%)

  • Leads the technical development/engineering teams responsible for the successful deployment of new GIS products with a measurable degree of high quality and security
  • Manages the assessment of technical and cyber risks and the execution of mitigation plans
  • Assists with modernizing operational support and maintenance for foundational GIS applications
  • Own GIS platform production readiness, stability, and incident response
  • Partner with Operations teams to reduce manual operational tasks and improve mean time to recovery (MTTR)
  • Ensure compliance with security, audit, and enterprise operational standards
  • Drive continuous improvement through retrospectives and post‑incident reviews

DevSecOps & SRE Leadership

  • Lead GIS-focused DevSecOps and SRE practices for GIS platforms, ensuring:
    • End‑to‑end CI/CD pipeline automation
    • Infrastructure as Code (IaC) adoption
    • Standardized environments across Dev, Test, and Production
  • Define and operationalize SRE principles, including:
    • Service reliability objectives (SLOs/SLIs)
    • Proactive monitoring, alerting, and observability
  • Improve platform reliability through automation, telemetry, and operational runbooks

 

Qualifications:

Minimum:

  • Bachelor's degree in computer science, engineering (any) or related field
  • 8 years experience in enterprise GIS engineering, GIS Development, systems analysis, large-scale project delivery or IT strategy planning

 

Desired:

  • Strong background in Infrastructure as Code (Terraform or equivalent)
  • Experience integrating security and DevSecOps practices into CI/CD pipelines
  • Minimum of 5 years of experience with ArcGIS, leading or developing GIS or spatial data solutions, on Esri technology
  • Minimum 5 years leading technical GIS teams, tech leads, or platform engineering groups
  • Deep expertise in ArcGIS Enterprise and GIS platform architectures on the AWS cloud platform
  • Strong knowledge of DevSecOps, SRE, and cloud-native engineering practices
  • Proven experience delivering large-scale enterprise modernization initiatives
  • Expert knowledge of spatial data management principles, including data modeling, acquisition, warehousing, metadata, governance, and security
  • Ability to translate complex business requirements into scalable GIS and IT solutions
  • Knowledge of utility industry operations, specifically Gas and Electric
  • Demonstrated ability to estimate financial and operational impacts of technology decisions
  • Excellent analytical, technical, written, and verbal communication skills
