Department Overview


Business Development & Implementation (BD&I) within Gas Strategy Execution and System Planning (GSESP) supports PG&E’s True North Strategy with the continued investment in a safe and reliable system, greening the gas supply, and shaping the state’s policies. The team’s focus is on continuing PG&E’s progress to decarbonize the company’s gas supply with renewable gas while proactively pursuing gas throughput increases needed by our customers that utilize our system. These goals would not be possible without the concerted activities in developing and driving implementation of strategy and regulatory policies to enhance the foundation of our projects, processes, contracts, and agreements. As with any section of our business, there is a parallel path to enhance operational efficiency, continuous improvement, analysis, and benchmarking.
 
Position Summary


The Gas Strategy Regulatory Specialist, Senior is responsible for ensuring that all regulatory components of BD&I’s gas strategy are compliant, efficient, and effective while supporting innovation and creating positive change in the way we do business. At times, the support may extend to other areas of GSESP due to cross-pollination of strategy.
 
Position duties include oversight, facilitation, and support for all of BDI’s regulatory requirements which include gathering content for regulatory filings, authoring testimony with subject matter experts (SMEs) input, meeting with regulators and other IOUs, engagement in regulatory proceedings, responding to data requests, and interpreting CPUC decisions for GSESP management.  Regulatory support will be provided for projects and programs for large customer load, gas supply for both renewable and fossil interconnections, and contracts and agreements. Additionally, the position will oversee the enhancement of regulatory knowledge for internal stakeholders as a pathway toward better equipping SMEs to assist with completion of filings, testimony, and data requests, etc.
 
Position duties may include (but are not limited to)-
 
 
•    Lead regulatory activities by monitoring all proceedings that might impact GSESP, authoring testimony and pleadings, responding to data requests, documenting current and prior stakeholder positions on relevant issues, meeting with regulators and other IOUs, providing content for regulatory filings (advice letters, applications, reports), and monitoring legislative developments
•    Manage all internal communications between SMEs regarding proceedings and cross-collaboration with different departments
•    Coordinate timely delivery and receipt of internal and external regulatory deliverables
•    Review the content for external regulatory deliverable and determine whether confidentiality review is required
•    Demonstrates broad expertise in project management
•    Applies advanced knowledge to wide-ranging regulatory issues
•    Develops innovative solutions and drives process improvement
•    Works with and leverages relationships with all levels of staffing within the department and across PG&E
•    Manage relations and expectations with Regulatory Relations and law
•    Provide direction and coaching to less experienced team members
 
 
Location is flexible within the PG&E Service Territory between San Ramon or Oakland, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need.
 

Position will require approximately- 25% [or less] of travel time in work schedule.


This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon or Oakland).
 
 
 
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.


 
A reasonable salary range is:
 


Bay Area Minimum:$114,000
Bay Area Maximum:$182,000
 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.


 
Job Responsibilities
 
•           Manages moderate to complex gas interconnections with PG&E’s gas transmission system
•           Ensure all steps are followed for finalizing new interconnections including obtaining official applications, ensuring job cost estimates are produced and communicated to customer, completing standard form contracts, negotiating special facility agreements and/or any exceptional case agreements and arrange for approval at the CPUC, and monitor progress in engineering, design, project management and construction to ensure facilities are completed by the time the customer needs service.
•           Manage all communications between the company and the customer regarding the interconnection
•           Support regulatory activities by writing testimony or responding to data requests. May meet with regulators and other IOUs, and/or provide content for regulatory filings
•           Demonstrates advanced knowledge of the project management function
•           Develops new approaches, processes and tools by modifying existing solutions
•           Presents findings and recommendations to function management
•           Communicates with peers and leaders inside and outside of the department exchanging ideas or gathering information
•           May provide direction and coaching to less experienced team members

 
Qualifications-
 
Minimum Qualifications:
•    Bachelor of Arts or Bachelor of Science in Engineering, Business, Marketing or related or equivalent experience
•    5 years of related experience in the natural gas industry

Desired Qualifications:
•    MBA or equivalent graduate degree
•    Three years of regulatory case management and coordination experience
