Department Overview

The hardworking coworkers of Electric Engineering ensure all manners of electric engineering--including electrical standards and process safety, electrical design engineering, instrumentation testing and controls, undergrounding, electric regulatory compliance and electric investment planning--are in place to safely enable a strategic and stable workplan for our Electric Operations partners. Our organization is accountable for program planning, financial budgeting, and project execution and delivery of all electric engineering projects. Electric Engineering is comprised of approximately 2,000 coworkers.

 

The Market and Federal Compliance team is part of the Compliance Excellence department within Electric Engineering Compliance, where our vision is that together we create a compliance culture in Electric Engineering and Operations that supports and exceeds safety, reliability, customer, and regulator expectations. The Market and Federal Compliance organization provides functional area compliance oversight, support and monitoring for processes, procedures and controls intended to ensure compliance with the California Independent System Operator (CAISO), the Federal Energy Regulatory Commission (FERC), and the North American Electric Reliability Corporation (NERC) regulatory requirements, standards, tariffs, and agreements. These compliance areas include:

  • FERC Wholesale Distribution Tariff (WDT)
  • FERC Transmission Owner Tariff
  • FERC T-Line Licensing
  • California Independent System Operator (CAISO) Open Access Transmission Tariff
  • CAISO Transmission Control Agreement and related CAISO Business Process Manuals and CAISO Maintenance Procedures
  • CAISO Annual Maintenance Review
  • NERC Operations and Planning standards
  • NERC Critical Infrastructure Protection standards

 

Position Summary

The Electric Compliance and Risk Consultant, Senior will partner with Electric Engineering, Electric Operations, System Protection, Asset, and Vegetation Management business units to provide functional area oversight of CAISO Filed Maintenance Practices (FMPs) and PG&E’s obligations under the Transmission Control Agreement (TCA). This oversight specifically includes the following:

  • Supports ongoing continuous improvement efforts
  • Provide support for CAISO inquiries and other CAISO deliverables
  • Performs and oversees compliance and control testing, audits, or other validation processes and analyzes risk and compliance metrics
  • Ensure adherence to the CAISO Transmission Control Agreement, CAISO Maintenance Procedures, and PG&E's Filed Maintenance Procedures (FMPs) by executing on PG&E's compliance maturity framework
  • Support PG&E's preparation of CAISO's Annual Maintenance Review (AMR)
  • Partners with Functional Area business units on the development of mitigation plans and compliance controls
  • Supports post-AMR assessments and follow-up requests
  • Supports Management of Change, reconciling modifications to requirements and/or procedures
  • Identifies opportunities for new internal controls
  • Helps build additional internal controls
  • Provides support during AMR site visits at substations and scheduled meetings
  • Provides inputs into policy as it pertains to the development of new and/or revised CAISO standards

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:

  • Minimum Base Salary (Bay Area)            $105,000.00
  • Mid Base Salary (Bay Area)        $137,000.00
  • Maximum Base Salary (Bay Area)           $169,000.00

 

  • Minimum Base Salary (California)         $100,000.00
  • Mid Base Salary (California)      $130,000.00
  • Maximum Base Salary (California)        $161,000.00

 

Qualifications

Minimum:

  • Bachelor's Degree or equivalent experience 
  • 5 years of relevant experience

 

Desired qualifications:

  • 2 years' experience managing compliance/risk programs or controls
  • Experience with Transmission Operations
  • System Protection experience
  • Advanced knowledge of regulatory policy and compliance concepts, and/or risk management
  • Ability to influence others in order to achieve understanding, acceptance, and commitment to act
  • Strong written and verbal communication skills and ability to communicate complex data effectively to a variety of audiences including directors
  • Understanding of and ability to apply internal control concepts and/or risk analysis & assessment
  • Strong analytical, problem solving, and project management skills
  • Certified Internal Auditor (CIA)
  • Certified Risk Management Professional (RIMS-CRMP)
