Department Overview

The Rates department within PG&E’s Customer & Corporate Affairs organization develops and provides expertise on gas and electric customer rates in regulatory proceedings at the California Public Utilities Commission (CPUC) and the Federal Energy Regulatory Commission (FERC). 

 

With a primary focus on ensuring fair, equitable, and stable rates for our customers, the Rates department designs rate plans, conducts cost of service analyses, forecasts revenues, and analyzes trends and drivers impacting customer rates and bills.  We support other organizations in understanding energy usage in order to enhance various programs and policies that support our customers.

 

Job Summary

PG&E is seeking a highly motivated Senior-level Rate Analyst for the Electric Rates team. Analysts on the team work on all aspects of electric rates, including research and development of new rate designs, advocacy in regulatory cases, implementation of rate changes, and internal and external reporting regarding electric rates.

In addition to these general responsibilities, this specific role will support PG&E’s modeling, analysis, and testimony regarding revenue allocation between customer classes. This work area involves working with other analysts in the rates department to update cost-of-service analyses and refine allocation methodologies while considering customer impacts to develop proposed changes to class level revenue allocations. Beyond this focus area, the analyst will also support other rates department responsibilities and initiatives such as regular rate changes, development of rate design proposals, and ad hoc rate related analyses.

The successful candidate will embody a balance of analytic capability, ambition, intellectual curiosity, structured thinking, written and verbal communication skills, and team-orientation.

This position is hybrid, working from your remote office and Oakland General Office once per week and based on business needs.  

  

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.  

 

A reasonable salary range is: 

Bay Area Minimum:    $102,000
Bay Area Maximum:    $162,000

 

Job Responsibility

  • Serves as an expert witness assistant and supports preparation of testimony on complex analyses and policy issues in regulatory proceedings
  • Completes complex quantitative modeling and analysis regarding revenue allocation and rate design with limited support
  • Develops and presents technical communications and other materials regarding rates modeling and analysis to advance PG&E’s business, policy, and strategy positions
  • Develops and maintains internal revenue allocation and rate design models for the department
  • Coordinates with stakeholder departments to identify, develop, and pursue rate-related initiatives
  • Develops and presents technical communications regarding modeling outputs to internal and external stakeholders

 

Requirements
Minimum

 

  • Bachelor’s Degree in Data Science, Machine Learning, Computer Science, Physics, Econometrics or Economics, Engineering, Mathematics, Applied Sciences, Statistics, Business or equivalent field.
  • 4 years of relevant work experience OR 3 years of relevant work experience and a Master’s degree OR 1 year of relevant work experience and a Doctorate degree.
  • Demonstrated experience performing energy-related quantitative analysis

 

Desired

  • Advanced degree in a relevant discipline
  • Work experience in the utility sector at electric or natural gas utilities, independent power producers, wholesale energy market participants, regulatory agencies, consulting firms, or similar organizations
  • Expert skills in Microsoft Excel, including VBA
  • Working knowledge of advanced applications programming: Python, R, SQL, SAS, Stata, MATLAB, or other data analysis/statistical software
  • Knowledge and experience in policy development, revenue requirements, rates or accounting, and energy markets.
  • Demonstrated ability to select appropriate analytical tools to resolve complex problems.
  • Ability to develop actionable insights and recommendations through complex data analysis.
  • Ability to manage and analyze business processes and recommend improvements to gain efficiency and effectiveness.
