Department Overview
Enterprise Technology Asset Management (ETAM), within Grid Platforms & Networks (GPN), is responsible for programs that strengthen technology asset governance, compliance, inspection readiness, documentation quality, and leased infrastructure management. The organization partners across Information Systems Technology Services and business stakeholders to deliver reliable, well-governed, and audit-ready technology operations.


Position Summary

The Principal Program Manager is responsible for end-to-end leadership and integration of ETAM’s Inspection Program, Documentation Chief (Guidance & Document Management) Program, and Lease Line Management Program. This role manages program implementation and operations, ensuring these interdependent programs operate effectively while advancing regulatory compliance, audit readiness, operational rigor, financial discipline, and continuous process improvement across technology asset inspections, IT guidance documentation, and leased network infrastructure.


The role serves as the single orchestration point across Compliance, Risk, Engineering, Operations, Finance, Sourcing, and external partners—translating regulatory and business requirements into executable programs with clear outcomes, controls, accountability, and executive visibility. The position leads cross-functional initiatives, communicates status to stakeholders, presents recommendations to leadership, and influences decisions across organizational boundaries.

 

This position is hybrid, working from a remote office and 1–4 days per week at one of PG&E’s assigned facilities.  The assigned work location will be within PG&E’s service territory.

PG&E is providing the full salary/pay range for this position.  The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location.  The range to reasonably expect will be around the minimum and the midpoint $144,000 - $194,000.  The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Job Responsibilities

Program Leadership & Governance

  • Own portfolio-level planning, execution, and governance for ETAM inspection, documentation, and lease line programs.
  • Establish and maintain integrated roadmaps, milestones, KPIs, and risk registers across all three programs.
  • Drive consistent operating cadence, communicate program status to stakeholders, present findings and recommendations to leadership, and ensure transparency to GPN and ETAM leadership.
  • Develop and manage program-related budgets, monitor expenses against forecast, explain variances, and identify new partners, technologies, and delivery approaches that improve program outcomes.
  • Mentor and provide guidance to less experienced colleagues while leading cross-functional workstreams and influencing decisions across functions and leadership levels.


Inspection Program Oversight

  • Lead enterprise technology asset inspection programs in alignment with internal standards, regulatory requirements, and audit expectations.
  • Coordinate inspection planning, execution, validation, remediation tracking, and record retention across asset classes.
  • Ensure inspection evidence, QA/QC artifacts, and corrective actions are complete, accurate, and audit-ready.


Documentation Chief (GDM) Program

  • Oversee the IT Guidance & Document Management lifecycle including intake, authoring coordination, reviews, approvals, publishing, and retirement.
  • Ensure documentation meets regulatory, compliance, and operational requirements and is consistently structured, governed, and traceable.
  • Partner with Risk, Compliance, and functional owners to ensure guidance aligns with standards, controls, and enterprise policy.


Lease Line Management Program

  • Lead governance and lifecycle management for leased telecom and network assets.
  • Coordinate with Engineering, Finance, Sourcing, and vendors to ensure accurate inventory, forecasting, renewals, mitigations, and cost controls.
  • Drive visibility into lease risk, cost exposure, dependency impacts, and decommissioning strategies.


Risk, Compliance & Audit Readiness

  • Anticipate regulatory, audit, and compliance needs; ensure proactive risk identification and mitigation.
  • Serve as a key ETAM interface for audits, assessments, and regulatory engagements related to inspections, documentation, and leased assets.
  • Ensure programs produce defensible evidence and withstand internal and external scrutiny.


Continuous Improvement & Execution Discipline

  • Standardize processes, templates, tooling, and metrics across programs to reduce variation and waste.
  • Identify automation opportunities and data improvements to increase efficiency, accuracy, and scalability.
  • Drive cross-functional issue resolution and decision-making to remove execution barriers.


Qualifications
Minimum:

  • Bachelor’s degree in Engineering, Information Technology, Business, or related field, or equivalent experience.
  • 10 years of job-related experience leading complex, cross-functional programs in technology, asset management, infrastructure, or other regulated environments


Desired:

  • Experience in utilities, telecom, critical infrastructure, or highly regulated industries.
  • Demonstrated experience with governance, compliance, audits, and regulatory-driven programs.
  • Strong program management discipline with the ability to manage multiple interdependent workstreams.
  • Familiarity with asset inspection programs, document management/governance, and leased infrastructure management.
  • Experience partnering with Finance, Risk, Compliance, Sourcing, and Engineering organizations.
  • PMP, PgMP, Lean, or similar certifications preferred.
