Department Overview

Information Systems Technology Services is a unified organization comprised of various departments which collaborate effectively in order to deliver high quality technology solutions.  The Billing Modernization team resides within the Customer Systems & Solutions (CSS) group and is part of the Enterprise Platforms & Infrastructure group that supports IT projects, operations, risks & compliance.  This team is in the midst of a large customer transformation journey with a main emphasis of modernizing and re-architecting our Billing and rates platforms.

 

Billing Modernization Background

PG&E is modernizing its billing systems to support evolving rate structures, programs, and customer needs.  Known as PG&E’s Billing Modernization Initiative, the program will move customers to a unified customer care, service order, metering, and billing platform while minimizing disruption during the transition. The work is planned in three stages:

 

  • Stage 1 replaced ABS for electric complex billing customers through the Billing Cloud Services (BCS) solution, deployed in Q3 2025.
  • Stage 2 is currently underway and will upgrade Oracle Utilities Customer Care and Billing from version 2.4 to CC&B 25.4, with release planned in 2026.
  • Stage 3 is restarting in 2026 and will complete the transition to Oracle Customer to Meter (C2M), consolidating CC&B, BCS, ABS gas, and L&G MDMS capabilities.

 

This complex challenge is anticipated to span 4 or more years from the restart of the C2M project through eventual production deployment and stabilization phases.  We are seeking individuals to support the entirety of Stage 3 project, from project restart through delivery, as part of a unified Billing Modernization team.

 

Position Summary

Analyzes and proposes system solutions for the Line of Business and IT organizations. Acts as a strategic partner and business and technical liaison who understands business content, procedures, processes and systems that are included in the scope of the Billing Modernization program. Assembles, analyzes, and translates business requirements into detailed requirements and functional specifications. Performs feasibility analysis; develops project scope; provides recommendations on alternative solutions, project strategy and deliverable prioritization. Analyzes business needs and defines detailed requirements and validates solutions with the client.  The successful candidate will be able to do analysis for Oracle’s Customer Care and Billing (CC&B), Customer to Meter (C2M), and various other meter-to-cash processes.


Note – we are looking for 2 candidates, specializing in the functional areas of either PG&E’s billing and rates calculation or customer experience, programs, and enrollment.

 

PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint $128,000 - $173,000. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

Bay Area Min: $ 128,000

Bay Area Max: $ 218,000

This position is hybrid, working from your remote office and our Oakland, CA office approximately 1 - 2 days per week, or more, based on business needs.  The position also requires occasional travel/workshops at business locations, such as Stockton or San Ramon.

    • Lead and partner with technical teams to ensure successful delivery of project functionality.
    • Collaborate on the development of functional solutions with business clients and vendor implementers, leveraging knowledge of PG&E systems and business processes.
    • Communicate IT processes to the business clients and vendor partners.
    • Demonstrates a level of expertise that allows the BA to act as a recognized authority for a project or initiative.
    • Exercises independent judgment and discretion in matters of significance with broad scope and high complexity.

    • Able to analyze and design solutions independently with minimal guidance as needed on the most complex projects.
    • Analyze end-to-end complex business processes and information needs of the clients in one or more business functional areas (may include external entities).
    • Anticipate client concerns and questions, and provide proactive, timely and professional client-focused communications.
    • Define and document business requirements for complex projects.
    • Evaluate and document alternatives that will provide the most effective solutions to complex business problems.
    • Identify, propose and influence IT solutions to complex business problems; negotiate requirements and deliverables with multiple business clients.
    • Provide expert consulting in information technology to the client to identify and satisfy the business needs.
    • Create and review design and technical specification documents for alignment with business solution.
    • Understand in detail the current and future business environment of the business clients; effectively anticipate, identify, and fully meet the business needs.
    • Serves as key technical resource within the area of specialization.
    • Demonstrates advanced knowledge and technical competence for Oracle and other applications in scope for the Billing Modernization program.
    • Demonstrates understanding of business processes for several business functional areas, and can effectively coordinate the work on analysis and requirements for several projects.
    • Provide timely responses to client inquiries or delegate as appropriate.
  • Project Support
    • Comply with SOX and other standard process requirements.
    • Demonstrates good understanding of a number of the following areas: testing, project management, related Lines of Business, software development, SOX compliance, regulatory compliance, operational/disaster recovery, operations, maintenance, etc.
    • May perform various additional activities, such as operation and maintenance support, testing of critical areas of complex applications, etc.
    • Prepare and review test plans and perform quality reviews of test results.
    • Mentors the Associate and Career-level team members.
    • Act as a key contributor to the business cases for complex IT projects and initiatives.

Qualifications

Minimum:

  • Bachelors Degree in Computer Science or job-related discipline or equivalent experience
  • 7 years job-related CC&B experience, or similar Oracle platform (such as C2M)
