Department Overview

The Compliance Strategy and Governance department in Enterprise Risk and Compliance sets and manages the compliance management standards and framework for the company. This includes providing governance, standards, oversight, and tools to enable PG&E departments and coworkers to conduct business in compliance with applicable laws and regulations and to effectively manage compliance risk. Functional responsibilities of the team related to enterprise-wide ethics and compliance management include strategic development, standards development, support for all Functional Areas, oversight and validation, enterprise-level IT tool ownership, and enterprise governance and reporting. The department also partners with the Ethics and Risk teams to promote a culture of compliance and ethics where employees are enabled and inspired to act with integrity, speak up to raise concerns and comply with all legal and regulatory requirements, and mitigate risk. Additional responsibilities within the department include oversight and management of compliance risks owned by teams within the General Counsel, Ethics, Risk, and Compliance (GC ERC) Functional Area.

 

Position Summary

The Risk and Compliance Expert Analyst is focused on compliance management activities related to government funding compliance risks and other compliance risks owned by the General Counsel, Ethics, Risk, and Compliance (GC ERC) functional area. The position will be responsible for activities designed to increase the maturity of the GC ERC functional area compliance program and improve compliance performance and reduce risk primarily related to federal loans and grants. This includes working with business partners across the enterprise to:

 

  • Confirm and maintain documentation of requirements, standards and procedures, and controls and the relationship between these elements
  • Provide guidance on controls development
  • Confirm effectiveness of controls
  • Lead periodic compliance risk assessments and requirement prioritization efforts
  • Drive leadership engagement in Government Funding Office advisory forums and activities
  • Understand the general business environment and associated risks and compliance requirements of federal contracting across the enterprise, including for federal grants and loans

 

This position is hybrid, working from your remote office and your assigned work location based on business needs or company requirements. The assigned work location will be within the PG&E Service Territory and will be agreed upon by the successful candidate and hiring leader.

 

PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

 

Bay Area Min: $122,000

Bay Area Mid: $158,000

Bay Area Max: $194,000

 

 

Job Responsibilities

The Risk and Compliance Expert Analyst will report to the Director of the Compliance Strategy and Governance Team and will primarily hold the following responsibilities to drive effective compliance management of government funding activities, especially related to federal grants and loans:

  • Identifying and assessing requirements and operational risks
  • Helping requirement owners across the company develop controls and metrics and evaluate for effectiveness
  • Evaluating control deficiencies and supporting the design of mitigating activities
  • Helping to facilitate and publish policies and standards, in line with compliance objectives and/or established risk management protocols.
  • Helping drive continuous improvement in compliance program; consistently demonstrating innovative new thinking focused on compliance strategy, performance and implementation.
  • Examining alternate solutions to compliance issues and effectively troubleshooting various problems in partnership with functional area owners;
  • Assisting all levels of leadership across functions to support strategic planning and influence decisions around compliance issues;
  • Supporting business partners across the company with compliance management responsibilities (e.g., process and control owners), including supporting coordination and collaboration among Functional Areas that share compliance obligations
  • Leading and developing materials for training and educating coworkers to drive understanding of compliance management principles and other needed items to support organization-wide awareness and facilitate behaviors related to effective federal contract compliance management;
  • Leveraging contacts within and beyond the Company to pressure-test and refine compliance solutions;
  • Effectively building formal and informal relationship networks inside and outside of the organization;
  • Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences;
  • Demonstrating a full understanding of regulatory policy and compliance concepts.
  • Tracking and reporting key compliance metrics.

 

In addition, the Risk and Compliance Expert Analyst may:

 

  • Assist with the development and maintenance of the GC ERC functional area compliance program, including program development and operations activities;
  • Develop and coordinate preparation of presentation materials for various levels of management;
  • Assist other compliance-related projects and activities, as directed.

 

 

Qualifications

Minimum

---------------------------

  • BA/BS or equivalent work experience in Management, Business, Finance, Behavioral Sciences, Risk, Compliance or related discipline, or equivalent experience
  • 7 years of relevant business experience, such as risk and compliance management, or related field or equivalent experience

 

Desired

---------------------------

  • Prior experience in any of the following:
      • Risk or compliance management, utility operations or other highly regulated field
      • Federal contracting (including grants and loans) and Federal Acquisition Regulations
  • Ability to work independently with guidance on only the most complex issues;
  • Ability to work closely with line of business representatives as a true partner;
  • Consistent demonstration of a high level of innovative and new thinking focused on compliance strategy, controls, and implementation;
  • Application of demonstrated knowledge and skill to resolve complex problems;
  • Ability to identify and implement program and process improvement opportunities, including competency in making sense of complex and sometimes contradictory information to effectively solve problems;
  • Ability to effectively communicate highly complex data and findings to diverse audiences using a variety of media;
  • Proficient with Microsoft Office products including Word, Excel, PowerPoint;
  • Skill in facilitating discussions and meetings as needed to perform at the job level;
  • Excellent verbal and written communication skills;
  • Strong client focus
  • Certified Compliance and Ethics Professional certification, or equivalent;
  • Familiarity with the MetricStream compliance management system or other, similar, Governance, Risk, and Compliance (GRC) solutions.
