Department Overview

The Income Qualified Programs and Disadvantaged Communities (IQP) department within Customer Programs manages a suite of programs intended to benefit income-qualified households and disadvantaged communities (DACs) across PG&E’s service territory. The three primary programs include the Energy Savings Assistance (ESA) Program, which provides no-cost home weatherization, energy efficient appliances, and energy education to qualifying customers, and the California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) bill discount programs for qualifying households. In addition, the IQP team supports various pilot programs and program studies and evaluations, including several programs designed to increase electrification in rural communities.

The ESA Operations Team manages day-to-day program operations in close partnership with implementers and internal cross-functional teams. We are seeking an Expert Program Manager with strong relationship and contract management skills, deep experience in utility energy-efficiency programs, and a proven ability to deliver successful plans that meet annual energy savings goals. The ideal candidate brings technical expertise in energy efficiency and contracts, excels at resolving complex issues, leads process improvements, and communicates with clarity and influence. A passion for sharing knowledge and collaborating across teams is essential.

As an Expert Program Manager, you’ll manage complex contracts, resolve challenges, and shape the future of the ESA Program at PG&E. The successful candidate will have a track record of managing energy savings, collaborating with external partners and cross-functional teams, and demonstrating strong communication and presentation skills. You’ll operate independently, lead complex initiatives, and inform leadership decisions, with the flexibility to work both within teams and individually.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.
 A reasonable salary range is: 

Bay Area Minimum: $122,000
Bay Area Maximum: $173,800

This position is hybrid, working from your remote office and Oakland General Office (OGO) 2 - 4 days per month, or more, based on business needs.

Responsibilities:

Contract Management

  • Maintain, update, and execute implementer contracts
  • Process monthly implementer invoices and accruals
  • Ensure contracts are managed efficiently, consistently, and in compliance with PG&E’s commitments and regulatory obligations

Program Delivery & Performance

  • Manage implementers to ensure KPIs and SLAs are met
  • Track, mitigate, and resolve issues promptly to achieve program goals
  • Develop and revise scopes of work to establish clear standards and deliverables
  • Create detailed plans and contingencies to meet energy savings goals

Stakeholder Engagement & Communication

  • Facilitate weekly, monthly, quarterly, and ad-hoc program calls to discuss successes and resolve issues
  • Help program partners interpret program policies and operationalize program changes
  • Work with directors and managers across functions to influence decisions
  • Communicate complex ideas to diverse audiences using various media

Continuous Improvement & Innovation

  • Lead process improvements to streamline day-to-day tasks and enhance efficiency
  • Integrate industry knowledge and data into business practices and decision-making
  • Apply Lean Problem-Solving skills to resolve moderate to complex challenges
  • Represent PG&E at joint IOU ESA initiatives and industry forums
  • Advocate for PG&E’s positions with external stakeholders and in CPUC proceedings
  • Create new and complex data models to support business decisions
  • Provide direction on overall program strategy

Qualifications

Minimum:

  • Desired: Bachelor’s degree or equivalent work experience
  • 8 years of experience in program management, project management, product management and/or contract management

Desired:

  • MBA or equivalent graduate degree
  • Utility industry or regulatory experience
  • Experience with energy efficiency and/or low-income programs
  • Knowledge and understanding of residential and/or low-income customers
  • Understanding and application of PG&E’s Lean Framework
  • Program or project management experience
  • Ability to effectively manage multiple projects with demanding time constraints
  • Demonstrated ability to resolve issues of a complex nature
  • Outstanding analytical skills to develop insights and recommendations to shape program strategy
  • Ability to analyze, understand, and communicate information accurately
  • Demonstrated ability to examine a problem from different perspectives without losing sight of the big picture
  • Strong written and verbal communication skills with the ability to address issues, educate, influence, and present complex information with ease and clarity to management
  • Effective at negotiating and able to communicate comfortably at all levels internally and externally with third parties
  • Proficiency and skill with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams, SharePoint, PowerBI)
  • Proficiency in SAP, Ariba, Salesforce
