Position Summary 

PG&E is seeking an expert level program manager to design, lead, and institutionalize the framework for regulatory risk and compliance insights across Electric Risk and Compliance.  

The Expert Program Lead — Insights & Intelligence serves as the architect and owner of PG&E’s integrated insight generation ecosystem across Electric Risk and Compliance. This role designs, governs, and continuously improves the frameworks, standards, and workflows that unify regulatory requirements, compliance obligations, operational risks, and performance data into actionable, executive ready insights. 

 

The Expert Program Lead provides deep regulatory awareness, analytical judgment, and structured insight methodology to help PG&E anticipate emerging compliance risks, interpret compliance drivers, and strengthen the organization’s readiness for regulatory expectations and internal governance forums. Through rigorous data synthesis, horizon scanning, and narrative clarity, this role ensures leadership receives timely, accurate, and decision-oriented intelligence that supports a proactive compliance posture and strengthens enterprise learning, transparency, and accountability.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:

Minimum Base Salary (Bay Area)            $129,000.00

Mid Base Salary (Bay Area)        $168,000.00

Maximum Base Salary (Bay Area)           $207,000.00

 

Minimum Base Salary (California)         $123,000.00

Mid Base Salary (California)      $160,000.00

Maximum Base Salary (California)        $197,000.00

 

Responsibilities 

Risk and Compliance Insight Architecture 

  • Design, maintain, and continuously enhance the regulatory insight framework, including standards, taxonomies, workflows, and governance protocols. 
  • Integrate regulatory obligations, compliance maturity expectations, operational risk indicators, and performance insights into a unified ecosystem that supports enterprise decision-making. 
  • Drive methodological consistency across insight-generation activities, including horizon scanning, risk signal interpretation, issue triangulation, and trend synthesis. 

Horizon Scanning & Intelligence Development 

  • Collaborate with Strategy team on structured monitoring of emerging regulatory requirements, enforcement actions, industry trends, operational risks, and compliance signals. 
  • Translate fragmented, complex, or ambiguous inputs into clear intelligence summaries that articulate implications, urgency, cross-functional impacts, and recommended actions. 
  • Partner with Compliance Strategy, Governance, Operations, Risk, Regulatory Affairs, and Law to validate interpretations and ensure aligned enterprise messaging. 

Insight Product Management & Storytelling 

  • Develop and steward repeatable insight products such as risk and compliance briefs, intelligence updates, regulatory summaries, and executive-prepared narratives. 
  • Provide layered communication (1–3–10 style) tailored for VP, SVP, and Officer-level consumption, ensuring clarity, brevity, and decision-orientation. 
  • Build storytelling structures that help leaders understand complex regulatory constructs, operational risks, and cross-functional dependencies. 

Cross-Functional Collaboration & Convening 

  • Lead cross-functional sessions to synthesize insights, align interpretations, define implications, and establish shared understanding across compliance, operations, and governance teams. 
  • Serve as a trusted advisor to senior leaders by providing early visibility into emerging risks and regulatory landscape changes. 
  • Collaborate with data, analytics, and operations teams to ensure insight products reflect accurate, validated, and high-integrity information. 

Framework Governance & Quality Assurance 

  • Maintain documentation of insight-generation processes, definitions, methods, and quality standards. 
  • Ensure accuracy, consistency, and traceability of regulatory and risk insights used in leadership risk and compliance forums, including internal operating reviews. 
  • Apply rigorous validation methods to ensure insights meet the precision and clarity expected by executive audiences and regulatory reviewers. 

 

Qualifications 

Minimum:

  • Bachelor’s degree or equivalent experience in business
  • 8 years of related equivalent experience

 

Desired Qualifications 

  • PhD or Master’s degree in Statistics, Engineering, Data Analytics, or related field. 
  • Demonstrated ability to identify trends across large, complex datasets and translate them into actionable insights. 
  • Advanced proficiency in visual management and analytics tools (e.g., Power BI, Tableau). 
  • Experience integrating insights into compliance strategy, performance improvement, risk mitigation, and operational decision processes. 
  • Proven ability to collaborate across diverse functions and influence enterprise wide understanding and priorities. 
  • Certified Compliance & Ethics Professional (CCEP) 
  • Lean Six Sigma Certification 
  • Project Management Professional (PMP) 
  • Professional Engineer (P.E.)
