Department Overview

 

Business Development & Implementation (BD&I) within Gas Engineering supports PG&E’s True North Strategy with the continued investment in a safe and reliable system, greening the gas supply, and shaping the state’s policies. The team’s focus is on continuing PG&E’s progress to decarbonize the company’s gas supply with renewable gas and other lower carbon fuels, while proactively pursuing gas throughput increases needed by our customers that utilize our system. These goals would not be possible without the concerted activities in developing and driving the implementation of strategy and regulatory policies to enhance the foundation of our projects, processes, contracts, and agreements. As with any section of our business, there is a parallel path to enhance operational efficiency, continuous improvement, analysis, and benchmarking. 

Position Summary

 

The Gas Program Manager, Expert for BD&I’s New Business program is responsible for reporting, tracking and approval of order creation for the New Business Gas Transmission Interconnection program. The candidate will manage the budget mechanism for interconnecting new gas loads and new gas supply to the Gas Transmission system, including fossil and renewable natural gas, data centers, electric generation, and other large industrial or commercial loads. This role requires a strategic thinker who can develop and implement effective strategies, manage tactical plans, and collaborate with various internal stakeholders and departments to achieve program goals with minor supervision. The ideal candidate must possess strong data analytics capabilities, with a demonstrated ability to analyze, interpret, and manipulate large datasets to support decision-making and program performance tracking. Proficiency in tools such as Microsoft Excel, Power BI, and Power Query is essential, as the role involves working with data extensively on a daily basis. This role includes work responsibilities as listed below. The position is not expected to have any direct reports.
 

 

Position duties may include but are not limited to-
 
•    Applies expert knowledge of Program Management to wide-ranging issues and assignments.
•    Works independently with guidance on only the most complex issues. 
•    May lead project teams.
•    May design and develop new programs under a larger umbrella of goals and initiatives. 
•    Manages programs that are cross-departmental, complex and have a significant impact on the line of business. 
•    Leads development of plans to achieve program goals. 
•    Provides standardized regular reports, along with custom, ad-hoc reports for review at the program level. 
•    May support reporting for operational metrics to provide intelligence on performance trends.
•    Develops and delivers presentation to leaders regarding the program progress toward goals.
•    Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects.
•    Identifies issues and develops solutions.
•    Presents recommendations and implementation plan to leadership for approval.
•    Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results.
•    Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. 
•    Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges.
•    Negotiates and sets productivity and unit cost targets. 
•    Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. 
•    Develops business cases for budget and/or additional funding during the year. 
•    Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
•    Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost.
•    Drives the development and implementation of improved processes, best practices, controls and procedures to improve efficiency, compliance and customer satisfaction and reduce costs.
•    May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals.
•    Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. 
•    May support the General Rate Case witness with testimony development and data request response support.
•    May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. 
•    Develops tools for tracking and control. 
•    Develops communication and training plans. 
•    Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. 
•    Ensures compliance with the program.
•    Ensures regulatory compliance with the program.
•    Provide leadership or work direction to lower-level peers.
 
 
Travel is occasional (~up to 25%) to field locations, sites and/or offices.

 

Location is flexible within the PG&E Service Territory between San Ramon and Oakland offices, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need. 

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon/Oakland only).

 
Successful candidates should expect to travel through PG&E Service Territory for projects, meetings, trainings, customer relationship building, etc. 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:

 

Bay Area Minimum:$122,000

Bay Area Maximum:$194,000

 

OR

 

California Minimum:$116,000
California Maximum: $184,000

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Qualifications- 

Minimum Qualifications:
•    Bachelor’s degree or equivalent experience
•    7 years’ total related experience 
•    SAP experience 
•    Project or program management experience
•    Experience managing capital or expense budget
 
Desired Qualifications:
•    Bachelor’s degree in Engineering or equivalent experience
•    PMP Certification
•    Advance skills in Microsoft Excel. Capable of using complex formulas, pivot tables, macros, and data visualization tools.
•    Expertise in Power BI. Skilled in building interactive dashboards, reports, and leveraging DAX for data analysis. 
•    Proficiency in Power Query. Experience Transforming, cleaning and automating data workflows from multiple sources. 
•    Strong understanding of data modeling. Able to design and optimize data models for efficient reporting and analytics. 
•    Experience in Gas utility maintenance and construction. 
•    Team leadership and collaboration skills.
•    Basic negotiation skills and ability to influence
